Role Description:

The Senior Manager, Marketing and Production develops strategies and tactics to build brand awareness for DC Water and to promote its programs and initiatives. Serves as Creative Director to shape the visual style and imagery for various media projects. Manages outside vendors retained to assist in marketing and advertising efforts. Serves as the primary contact in managing the production process for major publications, promotional items, advertisements and videos generated by the Office of Marketing and Communications, to include managing the design and editorial process for various signature publications. Supervises the work of employees engaged in the design and preparation of graphics/camera ready artwork, DC Water employee and customer newsletters, internal/external brochures, special publications and reports, forms, and other collateral materials. interacts with other departments for and purchasing for Marketing and Communications.

 

Essential Duties & Responsibilities:

  • Develops strategies and tactics to build brand awareness for DC Water; directs all phases of project design, media buys and placements.

  • Manages efforts to market DC Water’s customer assistance programs to increase the number of customers that apply for assistance.

  • Develops and directs campaigns to make information about DC Water readily available and easy to understand; produces valuable and engaging content for our marketing materials.

  • Builds a program to measure and report on performance of marketing campaigns, gain insight and assess against goals.

  • Designs and prepares graphics/camera ready artwork and other visual aides using Adobe Illustrator and InDesign software.

  • Tracks and analyzes the performance of campaigns; evaluate customer response and behavior and adjust advertising campaigns accordingly.

  • Directs marketing activities that relate to creating, communicating and delivering messages to ratepayers.

  • Develops and deploys successful marketing campaigns from ideation to execution

  • Manages the production of advertising and marketing materials. Sets print production schedules; negotiates with and selects vendors; and tracks and manages budgets and costs.

  • Determines which advertising outlets are best suited to deliver the Authority’s message to target audiences.

  • Identifies various non-paid and paid marketing opportunities – manages the budget for these activities.

  • Directs all video, PSA’s and commercial productions and placements, to include script and editing supervision, and selection and supervision of outside production facilities and personnel as needed.

  • Manages all processes required to produce publications, and promotional items, to include interacting with graphics staff, other Authority departments, and printers.

  • Assesses and recommends standard operating procedures aimed at enhancing and/or maintaining the quality and timeliness of projects and workflow activities performed within the department.

  • Manages clients’ accounts. Helps clients develop advertising strategies, media plans and solutions to creative, logistical, and technical problems. Responsible for estimating costs and monitoring project timelines. 

  • Interacts with Procurement and Finance in purchasing for the department. 

  • Directs the department’s communications and production services offered in support of other departments and ensures compliance with relevant policies of the Authority.

  • Performs other duties and projects as assigned

 

Supervisory Responsibilities: Provides daily planning and administration in the selection, assignment, supervision, promotion, discipline, and training of personnel for area of responsibilities. 

 

Key Working Relationships: Interacts with Senior and Executive Level Staff members and employees throughout the Authority, representatives from other organizations and agencies, community groups, the general public, etc.

Required Skills & Qualifications

Required Experience:

A minimum of ten (10) years of progressive experience in producing publications, promotional items, and advertisements within a public information office, inclusive of five (5) years of managerial experience.

Minimum Education Requirements:

Bachelor’s degree in Public Affairs or a related field from an accredited college or university; or an equivalent combination of education and experience, consisting of a high school diploma or GED and fourteen (14) years of progressive experience in producing publications, promotional items, and advertisements within a public information office, inclusive of five (5) years of managerial experience.
