Under the direction of the Compliance Manager, this position will assist with the maintenance of administrative compliance matters. Conduct investigations of abuse and neglect, alleged misconduct of employees, and complaints received from TJJD, the community, or other sources. Serves as the PREA (Prison Rape Elimination Act) Coordinator ensuring all five Dallas County Juvenile residential facilities are compliant with PREA Standards. Assists in the development of the agency plan for PREA implementation and oversight.
Responsibilities
Assists with conducting the department’s annual compliance review, including collaborating with other juvenile justice agencies, community and governmental agencies to establish compliance and procedures and to promote positive working relationships. Performs compliance monitoring activities within all divisions of the juvenile department. Assists with preparing and delivering compliance training. Develops and implements policies, procedures and training programs to prevent sexual abuse and sexual harassment. Conducts and coordinates required PREA training for staff, volunteers, contractors, and residents. Assists with conducting investigations across the five DCJD facilities and probation field offices, of staff misconduct, abuse and neglect of youth under supervision in the department. Oversees or conducts investigations into alleged PREA violations. Collaborates with operational managers in the department to assist with compliance projects and respond to questions. Reviews documents and standards to ensure compliance with governing laws and regulations. Develops and maintains a compliance calendar. Identifies opportunities to integrate efficiencies and effectiveness of compliance reviews. Generates and tracks responses to inquiries or citations related to PREA compliance. Collects and analyzes data related to sexual abuse and harassment to identify areas for improvement. Performs other duties as assigned.
Qualifications
Education, Experience and Training: Education and experience equivalent to a Bachelor’s degree in Business Administration, Public Administration, Criminal Justice or a directly job related field. Three (3) years of work related or compliance and PREA monitoring experience. Special Requirements/Knowledge, Skills & Abilities: Knowledge of standard software applications. Ability to effectively communicate, both verbally and in writing, establish and maintain effective working relationships with employees, departments and the general public. May be a Certified Probation Officer or become certified within 6 months after employment. Extensive knowledge of probation, parole, and the criminal justice system process. Strong interpersonal and communication skills. Prior experience as a compliance-monitoring officer. Prior experience in conducting investigations. Ability to communicate and train staff to compliance goals and procedures. Must possess a valid Texas Driver’s License, with good driving record. Must pass an extensive background investigation. Mandatory drug testing prior to employment and will be subject to random, unannounced drug and/or alcohol testing during employment. “Position requires working with juveniles who may have committed dangerous/aggressive acts; should possess a high tolerance for working in an emotionally demanding/stressful work environment.” Physical/Environmental Requirements: • Standard office environment within a secured facility. Ability to lift and carry up to 25 lbs., unassisted. Ability to travel to various work site locations. • An employee may be transferred to another department, shift, location, or facility based on the needs of the Department. Must be at least 21 years of age (for applicable positions) and must pass all portions (physical/written) of the Juvenile Academy to continue employment or all standards related to PREA and Ethics for specific positions.
