Context WBG Finance and Risk (ITSFI) is responsible for providing
high quality, streamlined information and technology solutions for the World
Bank Group’s Finance and Risk, which include Corporate Finance, Risk
Management, Treasury, Loans, Accounting, and Development Finance (managing
donor contributions from inception to the point of final disbursement,
including IDA, Financial Intermediary Funds and Trust Funds).  ITSFI is additionally responsible for building
its IT services using shared platforms that provide scale, leverage, reliability,
and control while at the same time improving responsiveness to emerging
business needs and financial markets developments.   - Collaborate
 with business partners to develop and execute a multi-year roadmap for the
 DFI technology portfolio that drives measurable value for the business in
 alignment with the broader ITS strategy and WBG objectives.  - Be a trusted advisor for business partners,
 driving strategic discussions and influencing decisions on technology
 selection, design, and use. - Maintain deep understanding and knowledge of
 relevant business and technology trends, leading practices, and how the
 relevant WBG business areas run on a day-to-day basis to identify
 opportunities to deliver technology-driven business value.  - Closely
 collaborate with the ITS Managers and ITS Leadership Team to align ITS
 strategic direction with institutional needs. - Manage successful delivery and operations of DFI solutions portfolio and associated capital and administrative budgets.  - Coordinate implementation of system enhancements, upgrades, updates, patches, and fixes to assure optimal system performance, data integrity, and reliability.  - Strengthen the integration of all finance technologies – IFC/MIGA/IBRD core finance applications, Trust Funds, Financial Intermediary Funds, Treasury, Loans, Accounting, Risk/Analytics, Controls, ensuring that user experience, data flows and information exchange are seamless and efficient. - Facilitate agreement among multiple sponsors to resolve business issues as they relate to IT solutions - Manage vendor relationships – for products and services – assuming responsibility for authorized licenses, contract adherence and associated upgrades. - Accelerate business digital transformation and scalability of WBG capabilities by embedding artificial intelligence (AI) and machine learning (ML), as well as other intelligent technologies into business solutions.  - Provide financial engineering and quantitative analytics expertise to partners across finance. - Manage and
 mentor IT staff to provide state-of-the-practice services and products in
 a responsive and cost-effective manner - Take
 accountability for integrating the work of multiple teams spread across
 geographical locations and multiple vendors to deliver the work program. - Ensure
 collaboration and optimal usage of Washington-Chennai-Sofia talent pool,
 expanded daily coverage and associated proximity to respective business
 counterparts. - Provide special insights and expertise that ensure that breakthroughs and competitive advantage through technology are realized. Beyond WBG, participate in innovation panels, conferences, and forums that have an impact on the future direction of technology and provide first-line intelligence on new developments within the technology community. - Develop and implement strategies to ensure that WBG can attract and retain top IT talent. Contribute to the development of future technical talent. - Successfully deliver the capital program
 assigned to the unit. - Establish well functioning teams within the
 unit and effective collaboration across the department.  Gain staff’s trust and respect. - Improve the
 psychological safety of the unit - Take stock of
 financial models in use within DFI and develop a roadmap for leveraging
 automation to increase their robustness - Expand the
 capabilities of Financial Engineering and quantitative analytics team - Organize and
 execute at least three design sprints to rapidly prototype solutions for
 business challenges Selection Criteria The Manager must have a combination of technical understanding,
finance domain expertise, proven leadership, and pragmatism to take stock of
the current status of the portfolio and make improvements in a decisive and
objective manner to strengthen overall client satisfaction, cost effectiveness
and delivery of the work program.  The
position demands substantial experience with leading large Enterprise-level
engagements and managing sizable teams of staff, vendors, and contractors.  In particular: * Master’s degree in finance/computer science or related field with 12+ years relevant experience, or equivalent combination of education and experience.  * Strong Organizational Skills and Business
 Judgment: Ability to distinguish between what is and is not critical, and
 to balance on both strategic and short-term issues. A track record of
 delivering results under stressful timetables with constrained resources. * Expertise in business process
 transformation, process and work optimization, lean methodologies, and the
 use of automation and AI to improve operational outcomes. * Demonstrated ability to adapt to changing
 corporate objectives in a dynamic enterprise setting and marketplace * Excellent communication skills (verbal
 & written) * Proven experience leading
 multidisciplinary, technical, distributed teams and vendors, building
 high-performance cultures focused on impact, iteration, and continuous
 improvement with global scaled agile IT delivery model. * Personal Integrity & Effectiveness:
 Highest personal and professional integrity as demonstrated through strong
 personal values, as well as consistent words and actions.   * Proven ability to build and sustain
 strong collegial working relationships with other units within and across
 organizations. The candidate must also have the ability to build consensus
 and bring issues to closure in a collaborative manner. * Proven conceptual, analytical, and
 business judgment skills. * Demonstrated ability to lead and manage diverse multi-functional teams in multiple locations globally.  * A deep passion for the mission of the WBG. At least 1 of the following is required: * Leading
 SAFe (SA/SAFe Agilist) * Lean
 Portfolio Management (SAFe LPM) * Digital
 Transformation certification * Change
 Management certification A big plus: * Lean
 Practitioner certification  * Business
 Process Engineering certification (e.g. ABPMP, Six Sigma) * Relevant
