SALARY INFORMATION

Engineering Assistant 3: $44.49 / hourly – OT Eligible

Engineering Associate: $44.49 / hourly – OT Eligible

Engineer/Architect 1: $3,563.25 / biweekly – OT Ineligible

What you will be doing:

This position will assist both the Right-of-Way Engineering and Design Groups.

Engineering Associate / Engineering Assistant 3

• Assist the Right-of-Way Engineering Support Group by drafting, procuring and administering Professional Service Agreements according to the current PSA Manual and Alaska Right-of-Way Manual.
• Assist the Right-of-Way Engineering Section in supporting the needs of the Department Engineering Managers, Construction Managers, and Department support groups.
• Under direct oversight, develop a working knowledge and understanding of all Right-of-Way Engineering duties.  This includes Land Status Research, Title Reports, ROW Plans, Parcel Plats, Legal Descriptions, Subdivision Surveys/Platting Requirements, and Record of Surveys.
• With oversight, assist with the development of medium to complex highway engineering PS&E designs according to and following the Alaska Highway Preconstruction Manual.

Engineer / Architect 1

• Independently administer Right-of-Way Engineering Support Group Professional Service Agreements according to the current PSA Manual and Alaska Right-of-Way Manual.
• Coordinate project Right-of-Way Engineering activities/needs with Department Engineering Managers, Construction Managers, and Department support groups.
• Under direct oversight, develop a working knowledge and understanding of all Right-of-Way Engineering duties.  This includes Land Status Research, Title Reports, ROW Plans, Parcel Plats, Legal Descriptions, Subdivision Surveys/Platting Requirements, and Record of Surveys.
• Independently assist and direct the development (and professional seal) medium to complex highway engineering PS&E designs according to and following the Alaska Highway Preconstruction Manual.

The working environment you can expect:
This position is based in Fairbanks at the DOT&PF complex on Peger Road, where design, environmental, Right of Way, construction, maintenance, and support staff are all within walking distance. The role provides a dynamic blend of office work, field visits, and team collaboration, with opportunities to engage directly with stakeholders. Intermittent summer travel, and occasional winter travel, may be required for site visits or meetings. In rare cases, travel could include small aircraft or boat transportation.

We are interested in candidates who possess some or all of the following position specific competencies:

• Contracting/Procurement: Knowledge of various types of contracts, techniques, or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration.
• Surveying: Knowledge of the concepts, principles, theories, and methods used in the measurement or determination of land boundaries, distances, elevations, areas, angles, and other features of the earth’s surface.
• Transportation Engineering: Knowledge of the concepts, principles, theories, and methods applicable to planning, designing, and constructing of transportation systems including traffic analysis, signal analysis, highway capacity, pavement design, bridge construction, planning of transportation projects, environmental analysis of transportation facilities, and transportation network analysis.

Position Duties

Engineering Assistant 3

Bachelor's degree with a major in engineering, architecture or land surveying from an institution accredited by ABET.
AND
Two years of engineering, architectural or land surveying experience of which one year was at the working or intermediate trainee level. The specific experience includes such work as an Engineering Assistant 2 with the State of Alaska or the equivalent elsewhere.

Or:
A bachelor's degree with a major in a branch of engineering from an institution not accredited by ABET.
AND
An Engineer-In-Training (EIT) certificate issued by a state or the National Council of Examiners for Engineers and Surveyors; or verification of passing the Fundamentals of Engineering (FE) examination.
AND
Two years of engineering, architectural or land surveying experience of which one year was at the working or intermediate trainee level. The specific experience includes such work as an Engineering Assistant 2 with the State of Alaska or the equivalent elsewhere.

Substitutions:
Four years of any combination of ABET accredited postsecondary education in engineering, architecture, or land surveying (3 semester/4 quarter hours equal one month) and/or engineering, architectural or land surveying experience may substitute for the required degree.

Graduate study in engineering or architecture may be substituted for the required experience (2 semester/3 quarter hours equal one month). 

Engineering Associate

Eight years of progressively responsible work experience in engineering, land surveying or architecture, of which one year was as an Engineering Assistant 3 with the State of Alaska, or the equivalent elsewhere.

Substitution:
ABET accredited college or technical school courses in engineering, architecture, land surveying or a closely related curriculum may be substituted for the non-specific required experience (3 semester/4 quarter hours equal one month). A bachelor's degree with a major in engineering, architecture or land surveying from an institution accredited by ABET may substitute for four years of the non-specific required experience. 

Engineer/Architect 1
Registration as a Professional Engineer (PE) or Architect.

Note: Positions in this class require professional registration as either an Engineer or an Architect. The employer will designate which professional field is required for each position.

Special Note:
Persons not registered in the State of Alaska must be registered in a state recognized by the State Board of Registration for Architects, Engineers and Land Surveyors eligible for comity in accordance with AS 08.48.191(b). Persons employed under this provision must become registered in Alaska within one year of hire and sign an agreement to this effect as a condition of employment.

FLEXIBLY STAFFED
This position is flexibly staffed. It may be filled at the Engineering Assistant 3, Engineering Associate, or Engineer/Architect 1 level, depending on the applicant's training and/or experience. The full range of salaries is listed above. Starting salary will be determined by the level the position is hired at. If filled at a lower level, promotion to the higher level will occur upon successful completion of the probationary period and required training, as well as the applicant meeting the minimum qualifications of the higher job class.
