Assistant Director of Purchasing and Risk Management  

Location: 400 S. Ft. Harrison, Clearwater, FL 

Schedule: Monday through Friday, 8:00 am - 5:00 pm, with evening and weekend work as required. 

Pinellas County’s Office of Management and Budget is seeking a collaborative Assistant Director to lead two essential divisions - the Purchasing Division and the Risk Management Division - within one of Florida’s most innovative and service-driven local governments. This is more than a management position. It’s an opportunity to guide teams that directly influence how taxpayer dollars are spent, how public assets are protected, and how our County delivers value, accountability, and excellence to our residents every day.  

What Would You Do? 

  • Reporting to the Director of the Office of Management and Budget, the Assistant Director provides strategic leadership and operational oversight for the County’s Purchasing Division and Risk Management Division. The ideal candidate is a forward-thinking leader who thrives at the intersection of policy, process, and people - someone who can connect big-picture strategy with practical implementation. 

  • You’ll lead with purpose, fostering collaboration across departments, empowering staff to deliver exceptional service, and driving innovation in procurement and risk management practices that safeguard the County’s resources and reputation. 

 

Key Responsibilities 

  • Provide executive oversight, vision, and guidance for the Purchasing and Risk Management Divisions. 

  • Lead efforts to modernize and streamline procurement processes, ensuring fairness, transparency, and efficiency. 

  • Develop and implement risk management strategies that protect County assets, employees, and the public. 

  • Collaborate with County leadership to align purchasing and risk strategies with organizational goals and community needs. 

  • Mentor and develop a high-performing, mission-driven team of professionals. 

  • Champion innovation, continuous improvement, and a culture of accountability. 

 

What Do You Need to Have? 

Education and Experience 

Bachelor’s degree in Public Administration, Business Administration, Economics, Supply Chain Management, Finance, Risk Management, or a related field. Progressively responsible professional experience in administration, purchasing, risk management, or a related field. At least four (4) years of supervisory or managerial experience. 

Must meet one of the following:

  • Nine (9) years of experience as described above;

  • Or a Bachelor's degree or higher as described above and at least five (5) years of experience as described above;

  • Or an equivalent combination of education, training, and/or experience that provides the necessary knowledge, skills, and abilities. 

 

Highly Desirable 

  • Master’s degree in Public Administration, Business Administration, or related discipline. 

  • Professional certification such as CPPO (Certified Public Procurement Officer), CPPB (Certified Professional Public Buyer), ARM (Associate degree in Risk Management), PRM (Professional in Risk Management), or related credentials. 

  • Experience leading multiple operational divisions or managing enterprise-wide functions in a complex governmental organization. 

  • Demonstrated success in organizational change management, process improvement, or strategic planning initiatives. 

  • Experience integrating or modernizing purchasing and risk management systems, policies, or technologies. 

 

Knowledge, Skills, and Abilities 

  • Advanced knowledge of Florida public procurement laws, regulations, best practices including the Consultant Competitive Negotiation Act (CCNA), and the ability to lead or assist in complex contract negotiations. 

  • Knowledge of Federal procurement laws, practices and grant requirements. 

  • Knowledge of construction delivery processes and directly related procurement processes.  

  • Strong understanding of risk identification, mitigation, and insurance program administration. 

  • Knowledge of organizational safety protocols and procedures.  

  • Knowledge of governmental claims processes related to general liability and workers compensation. 

  • Ability to develop and implement strategic goals, performance measures, and policy frameworks. 

  • Exceptional leadership and team-building skills, with the ability to coach, mentor, and inspire staff. 

  • Skilled in budget development, contract management, and financial oversight. 

  • Ability to communicate effectively with elected officials, department directors, vendors, and the public. 

  • Strong analytical and decision-making skills with the capacity to balance strategic vision and operational detail. 

  • Commitment to transparency, equity, and ethical stewardship in all aspects of County business. 

  • Ability to foster a culture of collaboration, accountability, and continuous improvement.
