JOB DESCRIPTION
Position: Project Manager
Reports To: Director of Program Management Office (PMO)
Location: Arlington, Virginia
Salary/Hourly Rate: TBD
Job Summary: We are seeking a Project Manager to lead and oversee the delivery of administrative support services. This role involves managing a cross-functional team supporting records management, FOIA compliance, facilities and AV operations, mailroom, and receptionist functions. You’ll serve as the primary point of contact for the USTDA Contracting Officer (CO) and Contracting Officer’s Representative (COR), ensuring high-quality service delivery and contract compliance.
Key Responsibilities:
- Serve as the on-site lead for all contract activities and personnel
- Supervise and coordinate day-to-day performance of a multi-disciplinary admin support team
- Manage contract performance, deliverables, and compliance with federal requirements
- Oversee records management, including FOIA process support and interaction with NARA
- Collaborate with USTDA leadership on planning, reporting, and quality control
- Troubleshoot issues with facilities or audiovisual (AV) equipment during events
- Develop and implement performance reporting and continuous improvement initiatives
- Ensure seamless staff onboarding, cross-training, and contingency planning
Qualifications:
- 15+ years of relevant work experience, including team leadership and program oversight
- Proven track record managing federal administrative support contracts
- Strong understanding of records management, FOIA, and compliance standards
- Excellent organizational, verbal, and written communication skills
- Demonstrated experience with budget management, risk mitigation, and quality assurance
- Proficient in Microsoft Office Suite, SharePoint, and project management tools
- Able to troubleshoot AV and IT issues on-site as needed
- PMP or equivalent project management certification
- Experience working with federal agencies or contractors in administrative services
- Familiarity with NARA records schedules and FOIA systems
- Exposure to audiovisual systems and event support
- Bachelor's degree required (Business, Management, or related field preferred)
- U.S. Citizenship and SECRET Security Clearance required.

Work Environment and Physical Demands:
This position is based on-site in Arlington, VA. The work is performed in a professional office environment and involves interaction with government staff, contractors, and high-level visitors.
- Ability to sit or stand for extended periods while working at a desk or attending meetings
- Occasional lifting and movement of files, records boxes, office supplies, or light AV equipment (up to ~25 lbs)
- Frequent use of computers, phones, and standard office equipment
- Occasional support during in-person events, including conference room setup and audiovisual troubleshooting
- Walking between different floors and departments within the agency
Work hours are typically Monday through Friday, 8:30 AM to 5:30 PM, excluding federal holidays. Flexibility may be required during special events or high-priority tasks.
