About the Department

The Finance Officer/Procurement and Accounts Payable is responsible for managing the day-to-day operation of purchasing and submitting payment for goods and services. Performs duties under the direct supervision of the Director of Administrative Services and is accountable for the use of delegated authority. Pursuant to §15.2–1603 of the Code of Virginia incumbent is appointed at-will and serves at the pleasure of the Sheriff.  

Position Duties

  • Demonstrates professionalism, courtesy, and discretion in all interactions with staff and the public.

  • Processes authorizations for payment, departmental requisitions, purchase orders, and secures invoice approvals for payment.

  • Serves as liaison between the Hampton Sheriff’s Office and the City of Hampton Finance Department (Procurement and Accounts Payable) to ensure all financial transactions are completed efficiently.

  • Acts as the primary point of contact for vendors and HSO staff to facilitate timely invoice processing and payment.

  • Prepares and generates purchase orders and departmental requisitions in accordance with established authorization limits.

  • Ensures all procurement and payment documentation complies with City and HSO policies and procedures.

  • Assists the Director of Administrative Services with preparation of the annual operating budget and annual jail cost audit.

  • Prepares invoices for receivables and maintains accurate vendor files and supporting procurement documentation.

  • Utilizes the City’s financial management software to monitor the status of purchase orders and requisitions.

  • Performs duties of the Canteen Officer for inmate and non-appropriated funds in their absence.

  • Compiles and maintains financial data for monthly, quarterly, and annual accountability reports.

  • Supports the Sheriff and Director of Administrative Services by performing additional related duties as assigned.

  • Protects confidential information and ensures compliance with all Federal, State, and local regulations.

  • Manages budgets, monitors expenditures, prepares reports, and provides periodic financial analysis and forecasts.

  • Maintains accurate daily transaction records and ensures adherence to all departmental attendance and performance standards.

Minimum Qualifications

Knowledge, Skills, and Abilities:

  • Must be detail-oriented, professional, and able to work a flexible schedule.

  • Strong knowledge of accounting principles, financial practices, and regulations.

  • Highly organized and self-motivated, with excellent time management skills.

  • Proficient in Microsoft Office Suite (especially Excel, Word, and Outlook).

  • Experience with financial and accounting software applications.

  • Advanced proficiency in Microsoft Excel, including data analysis and reporting.

  • Excellent analytical, mathematical, and numerical accuracy skills.

  • Ability to interpret and apply laws, ordinances, policies, and procedures.

  • Strong ethics and the ability to manage and safeguard confidential information.

  • Ability to analyze problems, identify solutions, and make sound decisions under pressure.

  • Skilled in presenting evidence, maintaining composure, and demonstrating professionalism in stressful or adverse conditions.

  • Strong leadership and public relations skills with the ability to establish and maintain effective working relationships with staff, officials, and the public.

  • Capable of prioritizing tasks and following through on assignments with minimal supervision.

  • Ability to properly operate authorized city vehicles and equipment.

  • Knowledge of use-of-force techniques and the appropriate use of facility-issued equipment.

  • Understanding of inmate rights, safety, and security procedures.

Responsibilities Support:

  • Assist in financial audits and budget preparation activities.

  • Track and reconcile bank deposits, payments, and expenditures.

  • Develop, organize, and maintain financial policies and records.

Education and Experience:

  • Bachelor’s degree (or equivalent combination of education and experience) in Accounting, Finance, Business Administration, or a related field.

  • Previous experience in accounting, auditing, or financial administration preferred.

Employees are also expected to lead by example and demonstrate the highest level of ethics.  The job may risk exposure to extreme heat and/or cold, wet or humid conditions, noise, fumes, odors, moving machinery, electrical shock, traffic and toxic or caustic chemicals. Risk of exposure to bio-hazard communicable diseases and bodily fluids.  Must have the capability to hear, speak and see to communicate with the general public. Physical exertion may be required to climb stairs and over walls, run, bend, twist, reach, crawl through tight spaces, kneel in confined areas; sit for prolonged periods of time; move/push/pull or lift heavy objects exceeding 50 lbs; Subject to 24-hour call back for emergencies.
