Job Description

The Regulatory Information Specialist (Property Analyst) is responsible for the review of Environmental Resource Permit applications and post-permit compliance submittals.

Primary responsibilities include the review of documents and technical information such as deeds, easements, agreements, homeowner association governing documents, plats, ordinances and restrictive covenants as they relate to the stormwater management system planned for or serving a community or area to determine qualification for permit issuance or transfer. 

This includes the review of applications for completeness and preparation of requests for additional information, if necessary; extensive research of the permit files, county public records and property appraiser records; verification and correction of project boundaries in the Regulation Division’s geospatial application tools; consultation with other staff, departments, and regulatory representatives from various agencies and organizations to ensure compliance with permit conditions; recommendation and assistance in the enforcement process when necessary; identification, resolution and correction of discrepancies with data pertaining to the permit files in the Regulatory database (GENP) and the Permitting Portal (Pega).

A working knowledge of relevant adopted rules, regulations and state statutes associated with the review of applications for Environmental Resource Permits and permit transfer documentation, as well as geospatial software, is preferred.

Excellent verbal and written communication and organizational skills are essential, as this job involves frequent and regular coordination with engineering and environmental permit reviewers throughout the District, attorneys, engineers, developers and directors of special districts, as well as the general public.
 
The salary offered for this position is $50,003.20 mid - $63,086.40 max.
 

Employment Guidelines: 

 Associate’s Degree in Business Administration, Public Administration or related field and 2+ years' experience of progressively responsible administrative and technical accountabilities in a regulatory and/or real estate related function.

License(s) / Certification(s): 

Valid State of Florida Driver's License required.


Physical Requirements/ Working Environment:

Due to the District’s response role and emergency management functions, this position may be required to provide support before, during, and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on assigned emergency response role.

Sedentary: Mostly in an office environment sitting at a desk and operating a personal computer to produce work products.
