Performs a variety of duties involving inspection, maintenance, and installation of mechanical refrigeration and air conditioning equipment and components. This position is accountable for ensuring effective maintenance and operation of HVAC/Refrigeration, pumps, pneumatic and electrical controls, ductwork, and related equipment. Promotes and participates in team problem-solving approach with coworkers and other Engineering staff. Assists co-workers in resolving technical, scheduling, and customer satisfaction issues. Provides technical support to other departments in matters about HVAC systems and the review for new additions or modifications to building HVAC systems.
Job Duties:Operates, inspects, and maintains all HVAC and refrigeration equipment and systems to obtain efficient operating results and maximize equipment life expectance. Performs preventive maintenance on equipment to minimize downtime and service requests. Strong focus on operating, maintaining, troubleshooting, and repairing facility equipment on all HVAC/R systems. Apply the fundamentals of temperature and humidity measurement and control in air conditioning units. Maintain equipment to simultaneously control space temperature, humidity, cleanliness, and distribution. Use the psychometric chart to determine the results of mixing air having various properties. Analyze, plan, and perform preventive maintenance of the HVAC system. Assist in managing the Computerized Maintenance Management System. Systems to be maintained include but are not limited to air-cooled, water-cooled, hot water systems, chilled water systems, VAV systems, steam heating systems, and building automation control systems. Ensuring each component is functioning properly as well as the system as a whole. Charge refrigeration and air conditioning equipment as required. Perform brazing, soldering, and similar procedures as required. Detect faulty operation of equipment and perform necessary adjustments and repairs. Refer unusual cases or problems to the coordinator or manager. Use diagnostic test equipment such as multimeters, Amprobe, air, and water flow measuring devices. Read electrical schematics and mechanical blueprints. Monitor and maintain necessary levels of parts and supplies related to heating, ventilating, air conditioning and refrigeration equipment, procurement utilizing available vendors following Cherokee Nation Health Services purchasing procedures. Respond at any time to an emergency repair situation of HVAC equipment and/or fire, flood, and power failure. To maintain a functionally safe environment for all patients, staff, and visitors including emergency calls after the normal work shift. Participate in on-call rotation. Put the Cherokee Nation Outpatient Health Center (CNOHC) interests at a high priority. Fill shifts where needed and stays late if necessary. Diagnoses and corrects problems in the refrigeration circuit, uses manifold gauge set, pressure/temperature chart, and temperature measuring devices for routine maintenance and troubleshooting. Diagnoses problems in the heating system using a gas pressure test and other devices for routine maintenance and to troubleshoot and repair. Communicates effectively with internal and external customers concerning differences in cultures, values, beliefs, and ages, utilizing interpreters when needed. Manage relationships with all major vendor accounts. This position is responsible for all HVAC systems and components, i.e., exhaust fans; blood bank equipment; refrigerators, freezers, and ice machines; chillers, water tower treatment, and automated climate controls. Performs emergency, routine, and preventative maintenance in HVAC/R. This position manages the installation and performs preventative maintenance, service repairs, and installation of heating, ventilation, and air conditioning systems. Building automation systems to maintain ASHRAE, OSHA, and indoor air quality standards.
Must be able to:
- Troubleshoot, repair, and maintain HVAC systems.
- Troubleshoot and repair pneumatic controls.
- Preventive maintenance, repair, and replace refrigerant-based components.
- Change the filter in FCU or AHU.
- Utilize work order systems in all aspects including ordering parts, printing work orders, and looking up parts.
- May assist other trades as needed/other duties as assigned.
Able to work independently with minimal or no supervision. Accurately complete all required documentation including but not limited to the Infection Control Risk Assessment, Alternative Life Safety Measures, etc., for compliance with Cherokee Nation Health policies and procedures and other authorities having jurisdiction including but not limited to Health Care Facilities Accreditation Program DNV, Centers for Medicare and Medicaid Services. Review DNV findings and identify missing or incorrect documentation against Health Care Facilities Accreditation Program, Centers for Medicare and Medicaid Services, and other applicable standards and take appropriate corrective action to ensure DNV reports meet current standards. Regular on-call duties and responds to weekend, holiday, and after-hours emergencies. Must be able to work in confined spaces, in areas of heat/cold extremes, inclement weather, and assist in unrelated tasks when required. Must be able to adapt to a changing environment. Employee actively participates and/or serves in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Knowledge of NFPA 101, 99, 90A, 96, and 10. Knowledge of ANSI/ASHRAE Standard 170-2017. Maintain the water treatment program in the MEP building. Routine Legionella testing for the facility and the cooling towers at the MEP building and throughout the facility. Fire alarm testing of systems including but not limited to analog systems, addressable, pre-action, gaseous suppression systems, and dry systems. Knowledgeable or VFD, Motor Control Centers, and circuit breakers overload. Other duties may be assigned.
SUPERVISORY RESPONSIBILITIES
No supervisory responsibility.
Qualifications:EDUCATIONAL REQUIREMENT
High school diploma or general education degree (GED); no exceptions.
EXPERIENCE REQUIREMENT
Three (3) years of related experience.
COMPUTER SKILLS
To perform this job successfully, an individual should know Spreadsheet software and Word Processing software.
CERTIFICATES, LICENSES, REGISTRATIONS
Must possess a valid driver's license with a driving history verified through a motor vehicle report that meets the requirements for Cherokee Nation underwriting rating. Must possess and maintain a valid state-issued HVAC Unlimited Journeyman License. Must possess and maintain a Universal Environmental Protection Agency (EPA) certification.
OTHER SKILLS AND ABILITIES
Must be knowledgeable of Occupational Safety and Health Administration codes and proficient in the use of tools common to the electrical trade.

The employee must not be and will not be under sanction by the United States Department of Health and Human Services Office of the Inspector General (OIG) or by the General Services Administration (GSA) or listed on the OIG's Cumulative Sanction Report, or the GSA's List of Excluded Providers, or listed on the OIG's List of Excluded Individuals/Entities (LEIE).

The employee is frequently required to stand, walk, and taste or smell. The employee is occasionally required to sit. The employee must regularly lift and/or move up to 10 pounds. The employee must occasionally lift and/or move up to 20 pounds and may occasionally lift and/or move up to 50-100 pounds. Special vision requirements for this position are color vision and peripheral vision.
WORK ENVIRONMENT
While performing the duties of this job, the employee may frequently be exposed to wet or humid conditions (non-weather related), work near moving mechanical parts, outdoor weather conditions, extreme cold (non-weather related), extreme heat (non-weather related), and the risk of electrical shock. The employee may occasionally be exposed to work in high, precarious places, fumes or airborne particles, toxic or caustic chemicals, risk of radiation, and vibration. The noise level in the work environment is usually moderate.
