About the Department
Position Duties
Typical duties performed, include, but are not limited to oversight of daily operations to ensure alignment with departmental objectives and organizational priorities. Dependent upon service area, may manage and direct staff to maintain efficient workflows, ensuring productivity and high-quality outcomes. Develop, implement, and evaluate operational strategies, procedures, and best practices to improve efficiency and effectiveness. Monitor performance metrics and identify opportunities for process improvement. Collaborate with leadership and cross-functional teams to support departmental initiatives. Perform other job-related duties as required.
Minimum Qualifications
Bachelor’s degree required. Substitution: Two (2) years of any equivalent combination of education, training, and experience may substitute for each year of college education lacking. Six (6) years of full-time management experience required. Four (4) years of demonstrated leadership experience. Strong critical thinking and analytical skills, with the ability to identify process inefficiencies and implement effective solutions. Excellent written and verbal communication skills. Valid State of Ohio Driver’s License required.

Additional Requirements:
- Experience in airport operations, public-sector infrastructure, or large institutional environments (e.g., hospitals, universities, transportation systems) is highly desirable.
- Must successfully complete a Transportation Security Administration (TSA) 10-year fingerprint-based Criminal History Records Check and employment background check and Security Threat Assessment.
- Must be able to pass a pre-employment physical and drug test.
- Must have a demonstrated ability to work in a diverse and inclusive environment that fosters non-discrimination.
- Must have an understanding of business operations and processes.
- Possess strong interpersonal skills, ability to work with a diverse number of people, such as executives, managers, suppliers, vendors, and various City of Cleveland representatives.
- Must be computer proficient in the Microsoft Office Suite, especially MS Excel and MS PowerPoint.
Preferred Qualifications:
- Certified Facility Manager (CFM) – IFMA
- Airport Certified Employee (ACE) – Facilities or AAAE Certified Member (C.M.)
Duties & Responsibilities
The Senior Manager of Facility Management provides strategic, technical, and operational leadership for the maintenance, custodial, and facility systems throughout the airport campus. This role ensures that all structures, systems, and public spaces function safely, efficiently, and sustainably while reflecting the airport’s commitment to operational excellence and customer service.
This position is responsible for leading multiple work units, managing budgets and service contracts, and driving innovation through technology integration, data-driven decision-making, and best practices in facility management. The Senior Manager serves as a key member of the Airport Operations leadership team, aligning facility functions with the airport’s long-term vision and strategic goals.
Leadership & Strategy
- Provides leadership and direction for all building maintenance, trades, mechanical, electrical, plumbing, HVAC, painting, carpentry, structural repairs, and custodial operations across the airport system.
- Develops and implements long-range strategies for facility management that support safety, sustainability, and customer experience.
- Builds and leads high-performing teams through coaching, accountability, and professional development.
- Establishes divisional goals, policies, and service level standards consistent with airport objectives.
Operational Oversight
- Oversees preventive and predictive maintenance programs for all airport buildings and systems, ensuring compliance with FAA Part 139, TSA, OSHA, NFPA, and local building codes.
- Directs custodial and sanitation operations to maintain terminal facilities, administrative areas, and common spaces in a clean, welcoming condition.
- Manages the Computerized Maintenance Management System (CMMS) to optimize work order prioritization, resource allocation, and asset tracking.
- Leads operational readiness for weather events, infrastructure incidents, and emergency operations in coordination with the Airport Operations Center.
Financial & Contract Management
- Prepares, monitors, and manages the annual operating and capital budgets for Facility Management and Custodial Services.
- Oversees procurement, scope development, and performance of supplementary service contracts including HVAC, custodial, pest control, and specialty trades.
- Conducts cost-benefit analyses, vendor performance reviews, and continuous improvement audits to ensure efficient use of funds and resources.
Technology & Innovation
- Champions the use of technology and data analytics to enhance asset reliability, energy performance, and workforce efficiency.
- Evaluates and implements innovative maintenance tools, IoT sensors, building automation systems (BAS), and energy management platforms.
- Promotes sustainability initiatives and incorporates LEED, WELL, or equivalent standards where feasible.
- Benchmarks operations against industry best practices from other leading airport systems and facility management agencies.
Compliance & Performance
- Establishes Key Performance Indicators (KPIs) for facility and custodial services, including work order completion rates, equipment uptime, cleanliness scores, and budget adherence.
- Ensures compliance with all applicable federal, state, and local codes, regulations, and safety programs.
- Develops and maintains Standard Operating Procedures (SOPs) for all facility and custodial functions.
- Coordinates and supports audits, inspections, and regulatory reviews.
Stakeholder & Customer Service
- Serves as the primary liaison with internal departments, airlines, tenants, and external partners regarding facility needs and service expectations.
- Communicates effectively with all stakeholders to ensure consistent performance, transparency, and customer satisfaction.
- Promotes a culture of excellence, innovation, and accountability throughout all facility management operations.
