About the Department

The city of Winter Springs is a family-oriented community of approximately 40,000 residents that is recognized for our beautiful parks and various events and recreational programs. This highly visible and professional managerial position is responsible for the planning and administration of all city-wide public events that are sponsored throughout the year. This involves working closely with community businesses, obtaining event sponsorships, developing communication and budget strategies, and coordinating with various departments on event logistics. To be successful in this role requires advanced planning and organizational skills with a strong attention to detail, as well as excellent interpersonal and communication skills. 

The Events & Recreation Manager is responsible for managing the City’s Senior Center supervisor and staff; serves as the point-person for our recreation program contractors; and oversees the youth Summer Camp program, and recreational facility rentals. 

Position Duties

  • Develops and maintains business and professional relationships with various individuals/groups such as City management team/staff, sales representatives, business owners, community leaders/civic organizations, community organizations, customers, elected officials, consultants, contractors, various government agencies, Advisory Board members, news media and the public, etc.
  • Plans, coordinates and manages the aquatic facility operations and personnel of the Senior Center, ensuring compliance with all applicable policies, procedures, laws, regulations, and standards of quality and safety.
  • Management duties include establishing goals, assigning, reviewing and planning work, maintaining City & Department standards, coordinating activities, allocating personnel, recommending the selection of new employees, acting on employee and customer concerns, recommending employee transfers, promotions, discipline, etc. and conducting performance reviews and developing team members.
  • Manages recreational programs through subordinate personnel and subcontractors including but not limited to: recreational classes, summer camp programs, and community events.
  • Responsible for management, with assistance from onsite personnel, of the Senior Center, Civic Center, and Therapy Pool. 
  • Coordinates facility usage requests with Parks Manager to ensure services are rendered in accordance with department standards. 
  • Reviews the work of staff for completeness and accuracy; evaluates and makes recommendations as appropriate; offers direction and support as needed.
  • Assists Director in developing department goals, objectives and long-range strategic plans to mirror City goals and meet the recreation needs of the community and the comprehensive 5-year plan.
  • Develops strategic partnerships and alliances with local businesses, non-profit organizations, community groups, other government agencies, etc., as necessary to maximize the strength and effectiveness of the Department.
  • Provides key information for effective marketing efforts of recreation programs and events to the Public Communications Department. 
  • Prepares and maintains all department budgets; routinely monitors revenue and expenditures, and makes necessary adjustments and recommendations as needed. 
  • Analyzes the cost-effectiveness and revenue potential of all recreation programs; prepares revenue and expenditure forecasts for each division for operations.
  • Seeks and obtains sponsorships and grants for special events.
  • Manage and reviews approved contracts, agreements, check requests, community proposals, bid specifications, blueprints, etc. for recreation projects and programs.
  • Responds promptly to inquiries, concerns and complaints of citizens regarding department programs, policies or personnel matters.
  • Routinely attends applicable community meetings, functions, and special events.
  • Stay up to date on trends and issues in events and recreation programs and attends conferences and workshops to maintain professional development and certifications as applicable.
  • Reviews and prepares purchase orders, budget documents, bid specifications, incident/accident reports, memos, correspondence, etc. for events and recreation programs.
  • Performs general administrative/office duties as required, including conducting and attending meetings, preparing reports and correspondence, etc.
  • Provides support to special Volunteer or Advisory Boards as assigned.

Minimum Qualifications

  • Knowledge of the fundamentals of events, recreation programs, types of material, equipment and facilities needed to carry out planned programs and activities. 
  • Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. 
  • Ability to write speeches and articles for publications that conform to prescribed style and format. 
  • Ability to effectively present information to management, city leaders, and public groups. 
  • Ability to define & solve problems, collect data, establish facts, and draw valid conclusions.
  • Manage operations, planning, organizing, for special events and activities. 
  • Skill in managing and supervising a wide range of community recreational programs for all ages involving all facets of recreation. 
  • Skills in technology, software, computers and public speaking. 
  • Must possess good leadership, teamwork, fiscal responsibility, safety, excellence, and customer service.

Education and Experience:

  • Bachelor’s degree in Event Planning/Management, Recreation, or another related field. 
  • Three (3) years working as a Recreation Coordinator or Supervisor or related field in planning, organizing and implementing recreational, cultural and social events for the general public and youth groups.

Essential Physical Skills:

The position requires physical and sensory abilities including acceptable vision and hearing (with or without aids), as well as the ability to walk, stand, kneel, bend, stoop, drive, push and lift or carry items ranging from 15 to over 50 pounds.

Other Qualifications

Licenses, Certifications, or Registrations:

  • A professional certification in recreation and/or events management is preferred. 
  • Valid Florida Driver’s License is required.  
Working Hours and Environment:
  • Works inside an office environment, but will be required to also occasionally work outdoors, including in various weather conditions.
  • May be required to work evening, weekend, and holiday hours for special events or as needed. 
  • Must be adaptable to a fast-paced and quickly changing environment.
