ASI Government is proud to support the Department of Health and Human Services (HHS), Office of Acquisition Management Services (OAMS), through a multi-year contract focused on delivering high-quality, non-inherently governmental acquisition support services. This program plays a critical role in helping HHS plan, award, and manage a wide range of federal contracts and agreements that directly impact public health initiatives. As a trusted partner to HHS, ASI provides cradle-to-grave acquisition support across various contract types and procurement strategies, including complex competitive and non-competitive actions. Our team works closely with federal Contracting Officers and stakeholders to ensure compliance with the Federal Acquisition Regulation (FAR), streamline acquisition processes, and maintain high standards of documentation and performance. Job Description:
The Contracts Specialist, Senior Consultant will lead cradle-to-grave acquisition support for HHS OAMS, including complex and high-visibility procurements. This role requires deep knowledge of the FAR, strong communication skills, and the ability to work independently with senior stakeholders.
Key Responsibilities:
- Provide full lifecycle acquisition support, including planning, solicitation, evaluation, award, and post-award administration.
- Draft and review acquisition documentation in accordance with FAR and HHS policies.
- Maintain contract files in eFile and ensure compliance with OAMS SOPDs.
- Support complex source selection strategies and contract types (T&M, cost-type, GWACs, MACs).
- Collaborate with Contracting Officers, CORs, and program stakeholders.
- Redirect inquiries to federal staff as appropriate.
Minimum Requirements:
- 8+ years of federal acquisition experience.
- Demonstrated ability to manage complex, high-visibility acquisitions.
- Proficiency with PRISM, UFMS, and other federal acquisition systems.
- Strong written and verbal communication skills.
- Ability to manage multiple priorities in a fast-paced environment.
- Must meet clearance requirements and complete the required HHS training.
Preferred Qualifications:
- FAC-C Level II or III certification.
- Experience supporting HHS or other health-related federal agencies.
- Familiarity with CPARS, SharePoint, and acquisition dashboards.
