JOB SUMMARY:

Under the oversight of the Director of Financial Services, serves as the principal manager/overseer to the City in the preparation and implementation of the annual comprehensive budget; provides for long range financial forecasting to address critical issues facing the City; provides assistance to the City Manager and Department Director in directing special projects and conducting research for recommendations on budget policy formulation, planning strategy and program evaluation. Assist Department Director in administering, directing, and coordinating all financial activities of the City. Assist Department Director in the formulation and execution of broad City financial policies. Provide primary supervision of the Budget Office.

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES:

  • Oversees the preparation and execution of the City’s Comprehensive Budget.  The employee will work closely with department directors in coordinating, planning, and directing operating budget development and for grant and capital projects.
  • Coordinates the presentation of budget materials and information to the City’s Executive Management Team and City Commission.
  • Performs long term financial planning and monitors the available options that may assist in further securing a healthy financial future.
  • Identifies total resources available for City operations and makes appropriate recommendations relative to enhancing those sources and/or limiting expenditures to preserve financial stability.
  • Provides review of all pension and actuarial reports.  Attends pension meetings and reviews and advises on investment reports.
  • Develops and maintains an efficient budget operating system that is consistent with state of the art automated systems.
  • Coordinates the semi-annual, annual and multi-year forecasting of expenditures and revenues and estimates of year-end cash surpluses or deficits in conjunction with the Revenue Estimating Committee.
  • Assist Department Director in administration of debt financings and refinancing of City capital projects and debt management of the City’s outstanding debt obligations.
  • Provides recommendations for the specific scope/parameters of evaluative studies to be executed and analyzes the components comprising the study.  Develop solutions and recommendations for improvements and assists departments in implementing systems and/or changes which will achieve operational objectives at minimal costs.
  • Supervises subordinate personnel in management evaluation and budgetary processes, assigns data collection and studies; provides general guidance and training.
  • Participates in evaluation committees for the procurement of goods and services.
  • Assists in the hiring of new personnel; interviews potential new personnel.
  • Serves as a member of the City's Executive Management Team for collective bargaining; reviewing and/or providing analysis and recommendations of collective bargaining proposals.
  • Effectively and positively represents the City in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation.
  • Establish and maintain effective and professional relationships with work colleagues, supervisors and managers.

Position Duties

EDUCATION/EXPERIENCE:

Required:

Master’s Degree from an accredited college or university with major coursework in accounting, public administration, business administration, finance, or related field supplemented by seven (7) years of senior level management in local government or equivalent with emphasis in finance and budget applications.   

Additional education and experience or an equivalent combination of training and experience may be substituted for the above requirements.

Preferred:

Designation as a Certified Public Accountant, Certified Public Finance Officer, or Certified Government Finance Officer.

CERTIFICATES, LICENSES, REGISTRATIONS

  • Valid Driver’s License: With proof of automobile insurance 
  • Background Check: Must have an acceptable background record
  • Driving Abstract: Must have an acceptable driving record

KNOWLEDGE, SKILLS, ABILITIES: 

  • Knowledge of the organization, functions, policies, laws and administrative procedures of local government.
  • Considerable knowledge of the laws, rules and regulations applicable to the budgetary process and to public financial administration.
  • Knowledge of modern management methods and practices.
  • Knowledge of Microsoft Office Suite products, specifically Microsoft Word, Microsoft Excel, and Microsoft PowerPoint. 
  • Considerable knowledge of budget preparation and analysis.
  • Knowledge of statistical concepts and methods along with the ability to independently conduct special reports and studies and report on the findings.  This includes knowledge of a variety of methods of work measurement, research techniques used in productivity studies and systems of internal control.
  • Skill in communicating clearly and effectively, both orally and in writing.
  • Skill in maintaining complex financial records; and in analyzing and preparing reports for the same.
  • Ability to develop programmatically valid and fiscally sound operating and capital budgets for the City.
  • Ability to establish and maintain effective working relationships with City officials, employees and the public.
  • Ability to plan, assigns, direct and evaluates the work of subordinates.
  • Ability to organize and effectively present oral and written reports, findings and recommendations.
  • Ability to establish and maintain effective and professional relationships with work colleagues, supervisors, managers and the public. 

PHYSICAL DEMANDS:

The physical abilities described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.  While performing the duties of this job, the employee is regularly required to walk, sit, write, hear, speak and be required to exert up to 50 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Minimum Qualifications

Examination: Depending on the number of applicants and the quality of their education and experience, the examination may consist of one or more of the following tests: written examination, performance examination, education and experience evaluation, oral examination and/or other job related examinations.

You will be notified of the time and place of your examination when you file or later by mail. A passing grade is required on each part of the process. Repeated participation in any examination for which the same test is used is limited to once every 6 months. Your examination results will be sent by email as soon as possible after the grading is completed.

Final passing grades are used to determine a candidate's position on the eligibility list of successful candidates. Departments fill vacancies from this list. The top three names are considered for each vacancy unless otherwise modified. Those not appointed are returned to the eligibility list for further consideration in accordance with the Civil Service Ordinance. Your name will remain on a register for one year for open competitive examinations and two years for closed competitive except where labor contract conflicts.

Your name may be removed from an eligibility list prior to one year according to Hollywood's Civil Service Ordinance or labor contracts. Your eligibility may be canceled if you refuse a position or if you are not available for work. You are responsible for notifying the Employment Office, in writing, of any change in your address or telephone number.

EMPLOYMENT OF RELATIVES:  The City of Hollywood has an Ordinance which regulates the employment of relatives of City employees.   Effective January 28, 2008, a relative may only be hired under the following additional conditions: 

  • The relative must have competed in an appropriate examination process as determined by Human Resources and be placed on a civil service eligibility list;
  • The relative must be among the top three ranked candidates available on the certified eligibility list unless expanded by the Civil Service Board;
  • The Department or Office Director and the Director, Human Resources must demonstrate that it is in the best interests of the City of Hollywood to hire the relative of a public officer or employee.

As of 12/15/2005 the City will require all newly hired employees to sign an affidavit affirming non-usage of tobacco or tobacco products within the last year prior to submission of application and will continue to be a non-user of tobacco products throughout employment with the City of Hollywood.
