General Description and Classification Standards:
Provides senior-level leadership for the City’s wastewater collection system. This role is responsible for directing complex operations, developing policies and procedures, ensuring regulatory compliance, and maintaining system reliability. The position serves as a critical link between executive leadership and frontline operations, reporting directly to the Watershed Director II, Collection, and ensuring effective delivery of essential public services.
Supervision Received:
Works under general supervision of a manager. Depending on organization structure, may work independently with responsibility for an assigned function or program.
Essential Duties and Responsibilities:

• Tracks and reports performance to Collection Director and other OLIO Directors.
• Collaborate with Collection Director and other OLIO Directors to set, achieve, and maintain service level agreements.
• Identifies resource needs and obstacles to improve performance.
• Tracks customer escalations and follows up with Customer Assurance and Satisfaction Team (CAST).
• Directs daily operations of the Collection Division, including sewer cleaning, main/lateral repair, plant support, inflow & infiltration reduction, CIP sectional lining, and customer response functions.
• Oversees and coordinates division-wide resource allocation, workforce management, and operational scheduling to ensure reliable service delivery.
• Develops and implements division-wide standard operating procedures (SOPs) and ensures compliance with all local, state, and federal environmental regulations.
• Serves as primary point of contact for escalated issues involving system performance, sewer spills, and emergency response; coordinates with internal and external partners as required.
• Provides leadership for contract administration, vendor oversight, and capital improvement projects that support collection system performance.
• Manages division budgets, ensuring fiscal responsibility and alignment with departmental priorities.
• Tracks and evaluates performance outcomes through data-driven reporting and develops
recommendations for system improvements to the Watershed Director II.
• Represents the Collection Division in meetings, public forums, and regulatory discussions.
• Coaches, mentors, and develop subordinate managers and supervisors to build a capable and accountable workforce.
• Ensures effective coordination with other OLIO divisions (Distribution, Operations Support, Technical Services, Administration) for seamless operational performance.
• May perform other duties as assigned.
Decision Making
This position generally required to provide input regarding decisions that impacts a defined area within the Department of Watershed Management's Offices and Divisions. Such issues may be related to policy/procedure, strategy, budget, and/or technical. May commit office to action. Establishes organization strategy and policy within required legislative or executive limitations.

• Strong knowledge of wastewater collection system operations, maintenance, and rehabilitation practices.
• Expertise in regulatory compliance requirements related to wastewater collection and environmental protection.
• Demonstrated ability to manage budgets, contracts, and large-scale operational programs.
• Skilled in performance management, workforce development, and succession planning.
• Proficiency in asset management platforms, GIS applications, and operational reporting tools.
• Ability to effectively communicate with executive leadership, regulatory agencies, community stakeholders, and staff.
• Strong problem-solving, conflict management, and decision-making skills in high-pressure environments.
• Knowledge of software databases (Oracle and MS SQL)
• In-depth knowledge of Microsoft Office suite, relational databases, and Emergency Response Plan (ERP)
• Firm grasp of engineering and construction terminology, including environmental compliance (law and code of ordinances)
• Understands the principles and practices of wastewater collection management and watershed science
• Experience with watershed modeling, GIS applications, and land use planning
• Experience with management and collections systems
• Reads and interprets construction/engineer drawings
• Interprets laws, regulations, and guidelines
• Communicates effectively verbally and in writing
• Communicate with customers to successfully address issues
• Manages conflict and adapts to changes in work environment
• Knowledge of Wastewater and stormwater construction issues, techniques, and terminology; the ability to interpret and apply laws, regulations, and guidelines; and the ability to manage multiples task in a changing environment
• Ability to read, interpret and produce maps and drawings from software
Minimum Qualifications:
Education and Experience -
1. Bachelor’s degree in Operation Management or related field
2. Five (7) years of design, construction, and/or project management experience with wastewater collection systems
Licensures and Certifications –
• Wastewater Collection or Distribution Operator License
• State Issued Driver’s License
Preferred Requirements –
• Master’s degree in civil engineering or related field (equivalent professional experience may be considered for required degree)
• Ten (10) years or more of work experience in a large wastewater collection system
• Ten (10) years or more of management experience in a large wastewater collection system
• State Issued CDL Class A Driver’s License
Work Environment:
Requires the physical, lifting and sensory capabilities necessary to work with documents, and computers in an office environment; and to perform routine site visits, including walking sites, opening vaults, etc.
Lifting Requirements:
Light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects.
