COMPENSATION RANGE: $70,475-$98,665

PURPOSE OF THE POSITION: Strategically, effectively and efficiently manage the human capital acquisition efforts of the organization while establishing a strong culture that will cultivate and meet the needs of all district goals and initiatives for the future.
SUPERVISORY RESPONSIBILITIES: Talent Acquisition Specialists
DUTIES AND RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Ensure that all actions are in concert with the Board policies as well as the mission statement, beliefs, objectives and parameters found in the Board’s strategic plan.
Participates in job training and professional growth opportunities in order to enhance the ability to perform the essential functions of the job.
Performs other related duties as assigned for the purpose of ensuring an efficient and effective work environment.
Develop and implement comprehensive, long-term talent acquisition strategies and staffing plans to meet organizational needs.
Assists in employer branding initiatives to build and promote the organizations’ employee brand to attract top talent.
Manages full-cycle recruitment efforts overseeing all aspects of the recruitment process, from sourcing and interviewing to hiring and onboarding new employees.
Lead continuous improvement efforts around the candidate experience and onboarding to ensure a positive and seamless experience for candidates throughout the hiring process.
Develops and maintains sustainable talent pipelines for a variety of roles across the organization.
Manages the process for external job posting sites and job boards, research new and emerging technologies, and stays ahead of trends in talent acquisition.
Oversee and coordinate the district hiring process.
Manages the salary recommendation process for new hires in non-bargaining positions.
Supports the Strategic direction of the Human Resources Department
Collaborates with other departments and organizational leaders to meet Talent Acquisition goals.
Coordinates the placement process for certified/non-certified staff ensuring that recommended staff is credentialed and that contract language is followed.
Communicates with administrators/employees regarding interpretation of rules and policies as it pertains to placements and the hiring process.
Maintains historical records of position postings and placements.
Ensures timely flow and processing of Recommendations for Hire forms through the Applicant Tracking System.
Leads Talent Acquisition Department in the accurate completion of state and federally mandated forms.
Participates in the development and delivery of employee orientation and training programs.
Prepares analytical and statistical reports on onboarding efforts and activities; prepares and delivers presentations as assigned.
Participates and researches data in order to prepare a number of reports, including salary surveys, affirmative action plans, demographics, turnover, and related internal reports.
Assists in the monitoring of the position control process with the Allocations Director.
Provides supplemental/discretionary reports, data, and materials.
QUALIFICATIONS: A minimum of 3-5 years of progressively responsible experience in Talent Acquisition. Previous supervisory and management experience. Related professional certification preferred. Bachelor’s degree preferred from an accredited college or university in business, Human Resources, or related field.
KNOWLEDGE, SKILLS AND ABILITIES:

Demonstrated proficiency with social media, CV databases, and professional networks to proactively source and recruit candidates.
Ability to align recruitment efforts with long-term business goals and anticipate future talent demands.
Experience leading and developing recruitment teams
Knowledge of federal and state labor and employment laws.
Knowledge of Frontline or other ATS and HR databases preferred.
Ability to critically assess challenges and identify flexible, effective solutions.
Strong commitment to addressing urban education issues.
Strong analytical, organizational, and project management skills.
Exceptional interpersonal, verbal, and written communication skills.
Ability to adapt to changes in organizational responsibilities.
Knowledge of Microsoft and Google Suites, data spreadsheets, and related computer experience.
WORKING CONDITIONS: Moderate in-district travel as well as intermittent in-state and out-of-state travel. Intermittent prolonged and irregular hours of work.
PERFORMANCE STANDARDS: Help the District establish long term strategic talent acquisition goals while paying constant attention to diversity initiatives. Attain continuous improvement in reducing the number of days to fill open positions, positions unfilled or filled with non-highly qualified positions, and the District employee turnover rate. Perform duties confidentially, accurately, efficiently, and expediently as measured by the Director of Human Resources.
