- Organize, perform, and document development review work to maintain timely and complete review.
- Trains and coordinates with engineering and technical review staff.
- Reviews and evaluates proposed engineering projects, programs and construction plans to ensure planning, development and construction are in compliance with all applicable City/State/federal codes and regulations, and according to all acceptable engineering practices.
- Reviews and evaluates modifications and revisions to construction plans.
- Reviews and submits recommendations on City planning and development issues.
- Performs highly complex engineering and review work of the City’s development projects; oversees design and construction operations and projects.
- Develops, administers and ensures policies, rules and regulations of development for all existing, proposed improvements and new construction are implemented.
- Performs field work, surveys and site inspections; directs and reviews engineering work in the construction, maintenance and repair of municipal infrastructure.
- Researches, prepares reports, drafts specifications, presents recommendations and reviews special construction and improvement projects and Capital Improvement Programs.
- Participates in a variety of preconstruction conferences and special review boards and committees
- Maintains active communication with contractors, engineers, surveyors, government agencies and the general public for any engineering, surveying or construction issues.
- Advises Utilities Management on planning policies; provides information and interpretation of codes and regulations regarding development issues.
- Consults with Utility Project Engineering & Construction Manager, Utility Development Manager, and Operation Managers, staff and consultants to review technical reports, and resolves problems, receives advice and direction and provides recommendations with comprehensive written communication.
- Communicates with Utility Managers, Assistant Directors and Utility Director, employees, other divisions, other departments, contractors, consultants, vendors, suppliers, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.
- Provides technical information and interpretation to the general public, developers, permitting agencies, consultants, contractors and other City staff, including preparing Utility Agreements, Agenda Items and presentations for City Council Meetings.
- Assists management with various administrative duties; attends various management meetings for dissemination of information.
- Performs related duties as directed.
Position Duties
Engineering-In-Training Certification is required.
Professional Engineering License is preferred.
Must possess and maintain a valid Florida Driver's License.

- Ability to climb, reach, bend, stoop, kneel, sit, and stand for extended periods of time; ability to lift up to 50 pounds.
- Ability to work at heights up to 12 feet.
- Ability to work in temperatures exceeding 100 degrees for extended periods of time
- Ability to with stand exposure to dust, mold, fiberglass, and various chemicals.
- Ability to work flexible hour’s necessary for the efficient operation of the department.
- Ability to interpret a variety of instructions in written, oral, diagram, or schedule form.
Other Qualifications
- While performing the essential functions of this job the employee is regularly required to stand, walk, use hands to finger, handle, or feel, reach with hands and arms, climb or balance, stoop, kneel, crouch, or crawl, and lift and/or move up to 50 pounds.
- While performing the essential functions of this position the employee is frequently exposed to fumes or airborne particles, and toxic or caustic chemicals, work near moving mechanical parts, and risk of electrical shock.
