The Interoperability Data Integration Specialist is responsible for designing, implementing, and optimizing end-to-end data integration strategies that enable seamless healthcare data exchange. This role serves as a technical subject matter expert across ingestion, transformation, and publication of data to FHIR endpoints. The specialist ensures the accuracy, quality, and regulatory compliance of clinical, claims, membership, and provider data — enabling real-time, API-based interoperability in accordance with CMS, ONC, and BCBSA mandates.

** This position is eligible to work hybrid (9 or more days a month onsite) in accordance with our Telecommuting Policy. Applicants must reside in Kansas or Missouri or be willing to relocate as a condition of employment.

Compensation

$108,640 - $135,800

The salary range for this role is a good faith estimate, it is estimated based on what a successful candidate might be paid.  All offers presented to candidates are carefully reviewed to ensure fair, equitable pay by offering competitive salaries that align with the individual's skills, education, experience, and training. What you’ll do

  • Develop and execute data integration strategies that prioritize interoperability mandates (e.g., CMS, ONC, BCBSA) while actively exploring and enabling internal use cases that support innovation, data accessibility, and strategic value creation.
  • Assess, recommend, and oversee the deployment of tools, platforms, and architectures that enhance healthcare data exchange and interoperability.
  • Design, implement, and optimize end-to-end data flows across clinical, claims, provider, and membership domains — ensuring data quality, regulatory compliance, and performance.
  • Lead discussions between payer systems and external platforms such as EHRs, HIEs, TPAs, and PBMs to support bidirectional data exchange.
  • Work cross-functionally with Business Analysts, internal IT teams, vendor support, and external data contributors to translate requirements into reliable integration solutions and resolve interoperability challenges.
  • Participate in user acceptance testing (UAT) and production validation processes.
  • Ensure HIPAA, CMS 9115-F and 0057-F, and ONC certification compliance in all data handling activities.
  • Maintain data lineage, support audits, and ensure traceability for all inbound and outbound data transactions.
  • Participate in user groups and HL7 industry forums to stay current with emerging standards and advocate for enhancements.
  • Mentor junior team members and promote data interoperability best practices across the organization.

Knowledge/Skills/Abilities

  • Strong knowledge of healthcare data standards, including HL7 v2, FHIR, CDA, X12, USCDI, US Core, and Da Vinci implementation guides.
  • Familiarity with CMS/ONC regulations (e.g., CMS-9115-F, 0057-F), HIPAA compliance, patient consent, audit trails, and data provenance.
  • Expertise in data integration, including source-to-target mapping, normalization, and canonical modeling across clinical, claims, provider, and member domains.
  • Proficiency in building real-time and batch data interfaces with EHRs, HIEs, TPAs, PBMs, and internal systems.
  • Strong analytical and troubleshooting skills, including root cause analysis for data transformation and performance issues.
  • Proficiency in SQL, database design, and relevant programming languages for data processing and transformation.
  • Experience with healthcare terminology standards, such as SNOMED, LOINC, ICD-10, and RxNorm.
  • Understanding of modern authentication protocols, including OAuth 2.0, OpenID Connect, and SMART on FHIR.
  • Effective collaborator and communicator, working cross-functionally with analysts, product managers, developers, and external partners.
  • Experience with Agile, ITIL, and cloud technologies, including Azure components like APIM, and proficiency in Microsoft Office tools.

What you need

  • High school diploma or equivalent required. Bachelor’s degree in Health Informatics, Computer Science, Information Systems, or a related field preferred.
  • Minimum of eight years in Information Technology or related field required.
  • Relevant certifications from HL7 or healthcare interoperability credentials are preferred. If not currently held, the candidate must obtain the HL7 FHIR Foundational Implementer certification within 12 months of hire as a condition of continued employment.

Physical Requirements

  • Office setting, with possible remote or hybrid work opportunities depending on the department.
  • Some meetings, training, demonstrations, etc. may require in person attendance.
  • May involve long periods of time working on a computer.
