About the Department
Under the direction of the County Manager, the Deputy County Manager provides leadership for all aspects of the County’s operations.
The Deputy County Manager works collaboratively with both internal and external stakeholders, serves as a conduit with Public Private Partners; facilitates organizational meetings and seeks innovative initiatives to benefit the County.

Position Duties
Assists the County Manager in managing and directing county operations, and in implementing the policies of the Board of Commissioners in an effective and efficient manner.
Develop and execute the County strategic plan to support the overall mission of the County.
Manage and direct County operations pursuant to the stated goals and objectives of the County Manager to ensure that operational activities are aligned with the county's strategic objectives.
Work with the Board of Commissioners, the County Manager, appointing authorities, and department heads to establish short-term objectives and long-range goals, and related plans and policies.
Promote communication and cooperation among departments and divisions to create a spirit of unity in the organization.
Coordinate with elected and appointed county officers in operations of County affairs.
Manage financial planning and forecasting to support strategic initiatives.
Identify funding sources to support existing and planned operations.
Streamline processes and systems to improve efficiency and productivity.
Assist with developing and recommending an operating budget to ensure operational activities are fiscally prudent.
Monitor and present regular reports on the status of the County’s operations to include financial and strategic goals to the County Manager.
Track key performance indicators to ensure the county is on track to accomplish its goals. • Ensure the County’s compliance with all applicable laws, rules, regulations, and standards.
Assist in the oversight, planning, development, and implementation of the County’s Special Purpose Local Option Sales Tax (SPLOST) Program.
Oversee and manage special projects as established by the County Manager.
Provide guidance as needed in the development and oversight of grant proposals to federal and state funding agencies for all County departments.
Assist in the development and oversight of capital improvement plans including public and private partnerships and the approval of associated actions.
Serve as County liaison to other governmental entities.
Serve as the liaison to the County’s state and federal lobbying firm, including the County’s local delegation.
Manages the legislative reporting process, including regular updates to the County Manager and Board of Commissioners.
Serve as County Manager representative for the purpose of public speaking to groups or special assemblies upon their request.
Perform other related duties to benefit the mission of the organization.
Minimum Qualifications
Bachelor’s degree in business administration, management, finance, or public administration; an advanced degree is preferred, but not required.
Ten (10) years of experience in government.
Extensive professional experience in leadership roles.
Minimum Qualifications
Valid driver’s license is required
Certified Public Manager preferred
Other Qualifications
Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.
Sensory Requirements
Some tasks require the ability to communicate orally.
Environmental Factors
Essential functions are regularly performed without exposure to adverse environmental conditions.
