The City of Bozeman is accepting applications for a Financial Management Analyst to join our Finance Department. Examples of Essential Work (illustrative Only)
- Serves as a project lead for the City’s Enterprise Resource Planning (ERP) replacement effort, providing City-wide support for documenting current processes, coordinating input from departments, assisting with system requirements development (particularly related to financial, payroll, and procurement functions), and supporting the RFP process;
- Provides project management, including tracking tasks, timelines, risks, and deliverables for special projects, as assigned;
- Identifies and evaluates opportunities for process improvements, workflow enhancements, and cost savings;
- Prepares and presents financial and analytical reports to City leadership including elected officials;
- Provides related analytical and project management support to the Human Resources Department on cross-departmental projects, as assigned;
- Consolidates and analyzes financial data in support of decision making, considering the City’s goals and financial standing;
- Participates in financial studies, including cost-of-service analyses, fee and rate studies, and other specialized financial or operational studies;
- Analyzes proposed legislation for financial impacts and supports appropriate City leadership in preparing testimony;
- Provides support for budget development, financial forecasting, collective bargaining cost analysis, and other financial data analysis;
- Conducts research, analysis, and evaluation of City programs, processes, and operations and recommends improvements that increase efficiency, transparency, and effectiveness, for financial sustainability;
- Provides technical assistance to staff regarding reporting systems, data analysis, and process improvement methods;
- Provides audit support to internal and external auditors, including preparation of reports, reconciliations, and supporting schedules.
- Assists with responses to inquiries from staff, other agencies, and other interested parties;
- Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions;
- Keeps immediate supervisor and designated others accurately informed concerning work progress, including present and potential problems and suggestions for new or improved ways of addressing such problems;
- Attends meetings, conferences, workshops, and training sessions to remain current on principles, practices, and new developments in assigned work areas;
- Responds to questions and comments from staff and citizens in a courteous and timely manner;
- Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities;
- Performs other duties consistent with the role and function of this classification.
Position Duties
- Bachelor’s Degree in Finance, Accounting, Economics, Business, Public Administration, or a closely related field; and
- Considerable (3-5) years of progressively responsible experience in financial analysis, budgeting, accounting, or related management analysis work, including experience in project management or process improvement; or
- Any combination of experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work.
Minimum Qualifications
- Substantial knowledge of principles, practices, and techniques of finance, including budgeting, accounting, financial reporting and analysis, capital planning, and personnel cost analysis;
- Considerable knowledge of principles and practices of project management, including task tracking, risk management, and stakeholder coordination;
- Considerable knowledge of methods and tools for business process analysis, workflow mapping, and organizational improvement;
- Considerable knowledge of ERP systems and implementation best practices, particularly modules related to finance, payroll, procurement, and Human Resources;
- Some knowledge of research methods, data collection, and quantitative and qualitative analysis techniques;
- Some knowledge of report preparation, presentation methods, and techniques for effectively communicating complex information to varied audiences;
- Considerable knowledge of principles and practices of auditing, internal controls, and compliance with financial policies and regulations;
- Some knowledge of service and collaboration techniques to build effective working relationships across departments;
- Substantial knowledge of modern office practices, procedures, and equipment, including filing systems and methods of communication;
- Considerable knowledge of or ability to quickly learn the function of services within the public sector, particularly within a municipal government;
- Considerable knowledge of or ability to quickly learn current practices and procedures involved in City service delivery;
- Considerable knowledge of or ability to quickly learn the overall functions, duties, and responsibilities of assigned Departments/division;
- Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical language;
- Ability to understand and follow oral and/or written policies, procedures, and instructions;
- Ability to prepare and present accurate and reliable reports containing findings and recommendations;
- Ability to operate a personal computer using standard or customized software applications appropriate to assigned tasks;
- Ability to use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions;
- Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines;

Other Qualifications
- Experience with ERP systems, process improvement methodologies (Lean, Six Sigma, etc.), and/or data visualization tools (e.g. Power BI) preferred;
- Required to possess a valid Driver’s License and obtain a Montana Driver’s License within 60 days of employment;
