About the Department
General Function:
Highly responsible professional, engineering, and project manager position. Will manage all phases of project development, including planning, design, and construction projects within the City, as well as reviewing the right-of-way permits and development plans within the City, along with each City department. Establishes, manages, and coordinates the Capital Project List and coordinates with applicable departments. Work is performed independently and requires timely communication with the other departments.
Employee works under the general supervision of the Assistant Public Works Director, but work is performed with considerable independence in the overall operation. p
Work is evaluated by observation of results obtained, reports, and conferences with supervisors.

Position Duties
Essential Duties and Responsibilities:
- Procures design, surveying, geotechnical, engineering, and other services.
- Prepares, coordinates, signs, and seals design drawings and routine reports or permit certifications, submits routine, regulatory-required engineering reports/forms.
- Monitors design and construction document development.
- Coordinates bid package development.
- Reviews and coordinates responses to RFI’s during the Bid process.
- Ensures timely coordination and completion of projects.
- Ensures completion of projects within the assigned budgets.
- Performs and coordinates progress meetings with designers, contractors, and permitting agencies to ensure the timely completion of projects.
- Coordinates and/or reviews claims for change in contract time or price.
- Coordinates, tracks, reviews, and processes Shop Drawings, Change Orders, Project Schedules, and payment requests.
- Coordinates all services during construction performed by City staff, contractors, and consultants.
- Ensures compliance with all project requirements, grants, and/or funding sources.
- Ensures compliance with City purchasing procedures. Evaluates and approves invoices for compliance with contractual conditions. Prepares reimbursement requests.
- Provides project coordination and technical assistance.
- Assists with the development and maintenance of a citywide interdepartmental Capital Improvement Program.
- Prepares monthly status reports for the Department Head and City Manager’s Office..
- Works with different departments in reviewing plans, plans processing, and all aspects of permit issuance.
- Performs field meetings and inspections on an as-needed basis, to ensure that all inspections made on any City Project are in compliance with approved plans, contract documents, and permit requirements.
- Performs construction drawings reviews for the issuance of right-of-way and the Public Works component of the Building permits and developments within the city.
- Interprets the requirements of contract documents and judges the acceptability of work thereunder.
- Performs all work within the confines of the safety rules and regulations as subscribed to by the City of Homestead.
- Performs other job-related work as assigned or required.

Type of Appointment/Work hours:
- Full-time/Regular in-person position.
- Standard workweek, which is forty (40) hours of work per week usually consisting of five (5) days of eight (8) hours per day or four (4) days of ten (10) hours per day. The workday may be varied for the efficient delivery of public service.
- Will be required to work other than the standard workweek on occasion, including evenings, weekends, and/or holidays.
- Will be required to work occasional overtime or shift assignments, if applicable.
Minimum Qualifications
Requirements:
- Graduation from an accredited college or university with a bachelor’s degree in engineering, is required.
- Must have at least five (5) years of engineering project management or project design experience.
- Must possess an active Florida Professional Engineering License (PE).
- Knowledge of the principles and practices of engineering design and construction.
- Ability to communicate effectively and professionally.
- Knowledge of Microsoft PC software applications i.e., Microsoft Project, Word, Excel, Power Point, Access, Excel, etc.
- Knowledge of construction management software such as Primavera, Microsoft Project, e-builder, Procore, Kahula.
- Knowledge of AutoCAD software.
- Knowledge of GIS software is preferred.
- Knowledge of water hydraulic analysis software (Bently’s WaterGEMS and SewerGEM) is preferred.
- Knowledge of Federal, State, and local building codes, is preferred.
- Must possess a valid state of Florida driver’s license with a clean driving record.
- Must pass a background screening process.
Equivalency Clause:
- An equivalent combination of High School Diploma, training, and at least 10 years of experience that provides the required knowledge, skills, and abilities may be considered in lieu of the stated education and experience requirements. Substitution will be evaluated on a case-by-case basis to determine relevance and comparability.

Work Authorization/Security Clearance:
- The employee must successfully pass a background screening process and comply with the City’s Drug-Free Workplace policy.
- The City will also verify the identity and employment authorization of individuals hired so the proper completion of Form I-9 is required, which includes the employee providing documents evidencing identity and employment authorization.
