The City of Torrance is recruiting for a Media Production Supervisor to be part of the Communications Team!
The Communications Division manages the Torrance Community Television (Public Access) and provides live coverage of bi-monthly City Council meetings on social media and Torrance CitiCABLE; our City’s award-winning government access cable television channel, providing quality television programming for the community since 1983. The Division is also responsible for managing and coordinating all aspects of the City’s external communications and works to ensure clear, consistent, and transparent messaging across all platforms—enhancing public trust, civic engagement, and awareness of City programs, services, and initiatives.
The Position
Media Production Supervisor oversees the daily operations of the City’s production and post-production facilities, including Torrance Community Television (Public Access Television). The position supervises staff involved in training, production, and post-production activities; manages programming for subscriber and institutional network channels; and coordinates the operation of the City’s graphic and automated video systems. The Media Production Supervisor also oversees the production and postproduction of video content across all digital platform, prepares and monitors program playback schedules, manages facility and channel usage, assists in directing studio productions, maintains equipment inventory controls, provides technical support to City departments for program development, and prepares reports as required.
Position Duties
Any combination of training, education and experience that would have provided the required knowledge and skills is qualifying. A typical to obtain the knowledge and skills would be:
Three (3) years of experience in the management of television production or facilities which includes two (2) years of supervisory or lead experience. An Associate degree in Communications, Television Production, Business Administration, or related field may be substituted for two (2) years of experience.License and/or Certificates
A valid Class C California Driver's License.
- Proven experience managing television and multimedia productions, including live, remote, and pre-recorded formats.
- Skilled in scriptwriting, directing, and overseeing post-production, including editing, sound design, and visual effects.
- Hands-on expertise with video production equipment, graphic systems, and automated playback technologies.
- Advanced proficiency in industry-standard software, including Adobe Creative Suite, Avid, and related media editing tools.
- Demonstrated ability to lead and supervise creative teams, fostering collaboration and maintaining high performance.
- Experience working in government access television.
- Strong technical skills and knowledge of changes and trends in the industry.

Panel Interview (Weighted 70%)
Performance Test (Weighted 30%)
