About the Department

The City of Bend is accepting applications for two (2) regular, full-time Public Works Laborers in the Streets & Operations Division of the Transportation & Mobility Department. This is an hourly, non-exempt (overtime eligible) position represented by the City of Bend Employee Association (COBEA). As a Public Works Laborer, you’ll be part of a hands-on team that keeps Bend’s streets safe, clean, and functional year-round. Your day-to-day work will include tasks such as asphalt patching, street sweeping, sign maintenance, and snow removal. You’ll operate a variety of equipment and tools, perform basic repairs, and assist with traffic control during roadwork and emergencies. This role is ideal for someone who enjoys working outdoors in all seasons, values teamwork, and takes pride in maintaining public infrastructure.

In your first year, you’ll contribute to several key initiatives, including seasonal street maintenance programs, stormwater system upkeep, and support for special events and emergency response. Position Duties

Support Street and Utility Maintenance: Assist with the installation, repair, and upkeep of water, sewer, stormwater, and irrigation systems, as well as street surfaces and infrastructure.

Maintain City Assets in the Right-of-Way: Help care for guardrails, landscaped medians, signage, and other public infrastructure to ensure safety and visual appeal.

Perform Concrete and Asphalt Work: Contribute to the construction and repair of sidewalks, curbs, ADA ramps, and street patches using hand tools and light equipment.

Operate Equipment and Tools: Learn to safely operate trucks, compressors, jackhammers, and other power tools used in daily maintenance tasks.

Support Seasonal Operations: Participate in snow and ice removal, leaf collection, and other seasonal duties to keep public spaces accessible and safe.

Maintain Public Spaces: Clean parking lots and sidewalks, remove litter and debris, and perform vegetation control including trimming trees, bushes, and weeds.

Assist with Traffic Safety Measures: Help apply pavement markings and traffic striping, and set up traffic control devices for work zones and events.

Respond to Emergencies: Be ready to assist during emergency events or declared states of emergency to restore essential services and infrastructure.

Promote Safety and Compliance: Follow safety protocols and contribute to a culture of safe work practices across all tasks and responsibilities.

Minimum Qualifications

We’re looking for someone who takes initiative, works well in a team, and thrives in a hands-on, outdoor environment. The ideal candidate is dependable, safety-conscious, and eager to learn. They bring a strong work ethic and a willingness to contribute to a variety of public works tasks that help keep Bend’s infrastructure running smoothly.

Highly qualified candidates will have working knowledge of basic construction and maintenance practices, safe operation of hand and power tools, and the ability to follow instructions and complete tasks efficiently. They will bring skills in equipment operation, physical labor, and communication, and will be comfortable working in all weather conditions and responding to emergencies when needed.

Candidates who meet the listed minimum qualifications, including an equivalent combination of education and experience, will be considered for an interview. The minimum qualifications for the Public Works Laborer are:

Education: A high school diploma or GED, or an equivalent combination of education and experience, that provides the required knowledge, skills, and abilities outlined in the job description.

Experience: At least six (6) months of experience in a similar position or performing similar tasks related to landscape maintenance and operations.

Licensing: A current and valid driver's license as per City policies outlined in the Employee Handbook. Acquire and maintain a State of Oregon Flagger's card within 6 months of hire.
