Manager – Operational Safeworking

About the role
Reporting to the Head of Network Control, the Manager Operational Safeworking is responsible for providing expert supervision, support, and governance across all safeworking practices and interfaces that impact the Operations division.
This role requires extensive knowledge of regional rail corridors and signalling systems to provide accurate, timely advice on complex technical safeworking issues, particularly those involving the regional rail network, metropolitan, and freight interfaces.
Additionally, the role is accountable for coaching and mentoring regional Signal Control teams to strengthen organisational capability and act as the primary liaison for all safeworking activities within the train control function.
Key accountabilities include:
Assess the operational impact of projects, major works, and network access requests.
Review, interpret, and approve key operational and safety documents, including Safe-working Circulars and Train Operating Notices.
Provide expert advice on network changes, infrastructure, signalling, and operational processes.
Approve safety plans for planned and unplanned works, ensuring safe access to the network.
Act as a key liaison between Train Control and Safeworking teams, ensuring smooth collaboration.
Mentor the Regional Signalling team to build capability and meet business needs.
Develop and implement strategies to enhance rail safety and operational performance.
About you
You are a collaborative leader with strong operational experience, able to perform under pressure while building the capability of your team. With clear communication skills, you engage stakeholders effectively, foster a positive team culture, and manage complex challenges with confidence to ensure safety remains the top priority.
Our ideal candidate will possess the following:
Effective knowledge of the ONRSR Book of Rules and ability to apply standards to ensure operational safety and compliance.
Proven experience in train control, signalling, and safeworking practices, supporting safe and efficient service delivery.
Experience managing routine and disrupted operations, maintaining safety and performance in both standard and challenging conditions.
Exposure to leading teams in safety-critical environments.
A Safeworking qualification is highly regarded.
