About the Department
Plans, directs, and coordinates operations at the WRF facility, assuring the facility remains in operational and effluent release meets all state and federal limitations for water pollution plants and sludge plants. Ensures staff and facilities are operated in an efficient manner.
Position Duties
Reviews data collected from each shift; makes changes in chemical treatments as necessary; inspects the plant daily to monitor equipment and employees, directing the work of the shift supervisors and maintenance crews.
Records all flows and solids received and removed from the plant; computes the amount of sludge and sewage removed from the plant daily; prepares reports for the state once a month on the total pounds of sludge removed from the plant.
Coordinates the repair and preventive maintenance procedures carried out on the equipment.
Oversees personnel functions at the plant; makes hiring and termination recommendations; trains new personnel; monitors certification of employees; disciplines employees at the request of the shift supervisors.
Plans and incorporates changes in procedures and techniques to comply with new or revised state and federal regulations; incorporates new technologies available for treatment into plant operations; coordinates plans for future expansions.
Drives dump trucks or tractor trailers as necessary.
Revises the plant standard operations manual as necessary.
Calculates budget needs for plant equipment, operations and maintenance; orders major parts and supplies as necessary for operations.
Maintains knowledge of the City water and sewer systems, the placement of valves and the location of all lift stations.
Provides tours and public relations opportunities to better explain the plant operations and functions to the public.
Performs other related duties as required.
Employee subject to recall to duty in cases of emergency.
Minimum Qualifications
Education and Experience:
Bachelors Degree in Chemistry, Sanitary Engineering, or related field.
Five years experience in complex wastewater treatment of which at least two years was in a supervisory capacity.
Any equivalent combination of education and experience which provides the minimum level of qualifications stated above.
Licenses and Certifications:
Class I Wastewater Certification.
Valid Class C Driver's License and a satisfactory Motor Vehicle Record (MVR).
Due to the safety-sensitive nature of this position, incumbents will be subject to random drug testing.
Knowledge, Skills, and Abilities:
Knowledge of the operations, mechanics, and equipment of an activated sludge plant.
Knowledge of SCADA systems
Knowledge of the biological treatment of wastewater.
Knowledge of applicable state, federal, and local laws regarding the discharge of treated water into local streams and lakes.
Knowledge of chemistry and biology.
Knowledge of budgetary processes and ability to manage a budget.
Knowledge of personnel administration and supervisory practices and procedures.
Ability to communicate clearly and effectively, both orally and in writing.
Ability to use various spreadsheet, word processing and database programs, MS Office products preferred.
