Job Description:
This job is responsible for implementing and monitoring operational risk management policies, procedures, standards and programs with enterprise-wide impact mindset and or focused for specific departments within a business group. Key responsibilities include in depth knowledge and expertise of risk to be able to strategically support business managers and peers to follow enforced risk/regulatory practices. Job expectations include balancing business strategy with appropriate risk management controls and strong communication skills with teammates and impacted parties.

Global Wealth and Investment Management (GWIM) has created a Market Manipulation Surveillance Program within the ISG Markets Governance team designed to govern and manage the Program. This position will be aligned to ISG Markets Governance Group.  The Markets Group provides Clients and Advisors with a complete set of investment solutions and services aligned to individual Clients’ needs, risk tolerances and investment objectives.  The candidate will work across all Markets lines of businesses including equities, listed options, fixed income, and market-linked investments


Responsibilities:

  • Manages the amount of risk that a business is operating with while ensuring no rules or regulations are ignored
  • Requires in-depth knowledge of rules and regulations for business that is supported
  • Utilizes the ability to identify, communicate, escalate and resolve potential issues or concerns that arise
  • Plans and manages project work acting as key point of contact to all business partners involved
  • Strategizes with partners to determine best solution and runs checks process to ensure all options have been thoroughly evaluated

Associate will be responsible for leading the GWIM Market Conduct Trade Surveillance program that is inclusive of ISG, Wealth Management, and Consumer Investments.  Specific responsibilities include but are not limited to:

  • Manages all aspects of GWIM Market Conduct Trade Surveillance Program
  • Leads quarterly forum meetings with all relevant stakeholders across GWIM
  • Creates trading surveillance decks for quarterly meetings
  • Presents to other Risk Forums across GWIM on surveillance topics
  • Completes Annual Parameter reviews for each surveillance routine; facilitate parameter settings
  • Awareness of regulatory change as it relates for market conduct
  • Consults with business, compliance, legal  and risk partners to implement changes and improvements to current surveillance program
  • Partners with technology and supervisory teams to create, enhance, implement new or existing surveillances
  • Works with Enterprise Independent testing to maintain current inventory of surveillances
  • Prepares surveillance budgeting
  • Works with legal on any regulatory inquires involving market conduct
  • Reviews market manipulation alerts and lead cadence with all report recipients to discuss market manipulation trends
  • Prepares data for Best Execution working group meetings (Order handling reviews)

Required Qualifications:

  • 8+ years of experience in business management type roles.  
  • Strong decision making and problem-solving abilities.
  • Excellent written, verbal and presentation skills; confidence in building executive-level presentations.
  • Attention to detail with the ability to think strategically and execute tactically.
  • Ability to work independently and lead large scale work efforts.
  • Strong organizational, collaboration, and stakeholder management skills.
  • Innovative thinker.
  • Ability to identify control gaps and create/execute control plans to remediate those gaps.

Desired Qualifications:

  • Wealth Management experience
  • Knowledgeable in market misconduct rules (Frontrunning, Spoofing/Layering, Wash Trading, etc.).
  • Familiar with the relevant FINRA/SEC regulations.

Pay range

$140,000.00 - $205,700.00 annualized salary, offers to be determined based on experience, education and skill set.

Discretionary incentive eligible

This role is eligible to participate in the annual discretionary plan. Employees are eligible for an annual discretionary award based on their overall individual performance results and behaviors, the performance and contributions of their line of business and/or group; and the overall success of the Company.
