About the Department
Performs intermediate work performing operational administrative support for the Water Resources Department; performs special assignments and reports. Work is performed under moderate supervision of the Utility Services Supervisor.
This is sedentary work requiring the exertion of up to 10 pounds of force occasionally, work requires stooping, kneeling, crouching, reaching, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.
Position Duties
Prepare and maintains compliance reports, spreadsheets, correspondences and memo; data processing duties: maintaining records and files. Receives, screens and processes telephone calls.
Prepares and maintains various compliance reports and files as mandated by local, state and federal regulations.
Prepares a variety of spreadsheets, correspondence, and memos including revenue reporting and compliance review.
Maintains working knowledge of water and sewer policies and damage prevention laws per North Carolina General Statues (NCGS) §§ 87-115 to -130.
Provides information to customers; collaborates with Water Resources personnel as well as other city departments to ensure positive customer experience.
Processes work orders; resolves errors in work orders before completing; reviews service changes and verifies computer entry.
Completes billing requirements and various forms relating to water meter and sewer service installations, lake access monthly and annual billing, bulk water usage, and other items as necessary.
Relays water outage details to department managers and customers.
Monitors accuracy of NC811 entries and updates per damage prevention laws, and coordinates work to be completed.
Maintains basic knowledge of computer applications and department specific software programs.
Prepares meeting agendas and various staff reports and attachments.
Coordinates office activities, meetings and appointments.
Assists with invoicing for damage to city property or after hours work; handles collection of outstanding invoice payments.
Attends workshops, classes and field visits.
Assists with training of new employees.
Processes check requests, travel requests, and expense reports as requested.
Performs related tasks as required.
Minimum Qualifications
Thorough knowledge of office management practices, procedures and of office equipment; basic knowledge of both water and sewer distribution and collection systems; basic knowledge of water and sewer terminology, methods, and procedures; strong analytical and critical thinking skills; ability in communicating in a professional manner, both verbally and in writing; ability to maintain varied and complex records and filing systems and to prepare reports from such records; ability to establish and maintain effective relationships with council, customers, associates, contractors, developers and the public; ability to communicate effectively with field crews, engineering staff, and management.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from an accredited community college with major course work in business administration.
Other Qualifications
Possession of an appropriate driver’s license valid in the State of North Carolina.
