About the Department
Under general supervision, performs inspection and enforcement services within the County’s Department of Environmental Health.
Position Duties
ESSENTIAL FUNCTIONS: -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:
Food Service Related
- Conducts floor plan reviews and approvals prior to restaurant openings; ensures the layouts are sufficient for a safe and clean environment; grants approval of plans after review.
- Provides technical assistance to new and/or renovating establishments to achieve compliance; reviews requirements and expectations; conducts preliminary and final inspections; approves permits after reaching compliance.
- Conducts inspections on restaurants, schools, day care facilities, bars and mobile food units; ensures that deadlines are given to correct violations and that citations are issued for failure to achieve compliance; composes detailed inspection reports; enters inspection report information.
- Provides education and/or information to the public regarding food safety.
- Investigates and documents violations of food establishment facility regulations. Issues notices of violations or citations as needed.
- Maintains an awareness of state and local codes affecting food service establishments.
OSSF Related
- Ensures all retail food establishment sites carry maintenance contracts on aerobic septic systems; follows up on expired maintenance contracts, generates notices or citations regarding the need to obtain maintenance contracts.
- Provides education and information to the public regarding proper maintenance of sewage disposal systems.
- Investigates and documents violations of on-site sewage facility regulations. Issues notices of violations or citations as needed.
- Maintains an awareness of state and local codes affecting on-site sewage facilities.
Public Nuisance Related
- Conducts investigations of nuisance complaints received from any source; documents all actions with reports and site photographs and issues notices of violation or citations as needed.
- Prepares cases to be filed in court; testifies in civil or criminal proceedings as appropriate.
- Maintains an awareness of state and local codes affecting public nuisances.
Minimum Qualifications
MINIMUM QUALIFICATIONS:
Education, Experience and Training Guidelines:
High school diploma or equivalent; AND two years of experience in code enforcement; OR an equivalent combination of education, training and experience as determined by Human Resources or the Department Director.
Knowledge of:
Applicable local and state statutes, rules, codes and regulations governing the department’s environmental health program operations.
- Principles and practices of sanitation and food science. .
- State food establishment rules
- Department policies, procedures and regulations covering specific areas of assignment.
- Investigative principles and practices.
- State health regulations and local regulations related to the department’s duties.
Skill in:
- Communicating effectively, both orally and in writing.
- Establishing and maintaining cooperative working relationships with managers, supervisors, employees, external public agencies and organizations, contractors, engineers, manufacturers, registered sanitarians, business owners, real estate agents, designers, site evaluators, property owners, civic organizations and the general public.
- Using initiative, discretion and decision making within established procedures, guidelines and rules.
- Defining problems, collecting data, establishing facts and drawing valid conclusions.
- Building effective work teams and providing effective customer service.
- Operating a personal computer and various software applications.
- Effective communication in high stress situations
LICENSE & CERTIFICATION REQUIREMENTS:
Code Enforcement Officer Certification.
Designated Representative certification.
(If the candidate does not possess the required Code Enforcement and Designated Representative credentials at hire, they will be expected to attend training and acquire the credentials within one (1) years of hire.
FEMA Incident Command Structure (ICS) Course Completion certification.
Valid Texas Driver’s License – Required at hire.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT:
Work is performed both in an office and outdoor work environment. May be exposed to dangerous machinery, extreme weather conditions, potential physical harm, hazardous chemicals and infectious diseases. May be required to climb ladders and work at high locations. May be required to lift and carry items weighing up to 25 pounds. While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; sit; use hands to finger, handle, or feel; reach with hands and arms. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
