DEFINITION

Under general direction, plans, schedules, assigns, supervises, reviews, and participates in the work of staff performing a variety of professional accounting and auditing duties; supervises and performs a variety of financial, operational, performance, and/or compliance audits of County departments, divisions, special districts, external agencies, and funds; reviews, analyzes, and audits internal and management controls and accounting systems; provides accounting services and training to special districts and other external agencies; directs the preparation of and/or prepares accounting, financial, statistical, and/or audit reports; and performs related duties as assigned.

 SUPERVISION RECEIVED AND EXERCISED

Receives general direction from assigned management staff. Exercises direct supervision over professional, technical, and/or administrative staff. 

CLASS CHARACTERISTICS

This is the full supervisory-level class in the auditor-accountant series that exercises independent judgement on diverse and specialized accounting systems and audits with accountability and ongoing decision-making responsibilities associated with the work. Incumbents are responsible for planning, organizing, supervising, reviewing, and evaluating the work of assigned staff and for providing professional level support to management staff in a variety of areas. Performance of the work requires the use of independence, initiative, and discretion within established guidelines.

  • Plans, organizes, assigns, supervises, and reviews the work of assigned staff; trains staff in work procedures; evaluates employee performance, counsels employees, and effectively recommends initial disciplinary action; makes recommendations for selection and promotion. 
  • Participates in the development of goals, objectives, policies, and procedures; recommends and implements policies and procedures including standard operating procedures for assigned operations.
  • Assists in developing and standardizing procedures and methods to improve and continuously monitor the efficiency and effectiveness of assigned programs, service delivery methods, and policies and procedures; identifies opportunities for improvement and recommends to department management.
  • Supervises the review of accounting, financial, and source documents to ensure accuracy of information and compliance with rules and regulations; determines proper handling of financial transactions; reviews, investigates, and directs the correction of errors and inconsistencies in financial entries, transactions, documents, and reports; approves transactions within designated limits; supervises month-end and year-end closing processes.
  • Plans, coordinates, and supervises annual audit plan/program; establishes audit objectives and processes; conducts financial, operational, performance, and compliance audits; conducts interviews; researches and analyzes documentation, reports, processes, policies, procedures, internal controls, and various data; prepares reports and documents process, findings, and recommendations to minimize risk and improve financial, operational, performance, and/or compliance procedures based on criteria, evidence, and client processes and procedures, and annual audit plan; presents reports to the Audit Committee.
  • Coordinates information and ensures effective communications with other County departments; provides training and explains technical and financial information to County financial staff and management; clarifies and reconciles issues relating to County funds, budgets, and accounting and audit procedures.
  • Ensures that the County’s general ledger accounting and auditing functions are conducted with integrity, independence, and efficiency and in compliance with generally accepted accounting principles, generally accepted auditing standards, contracts and agreements, County policies and procedures, and state and federal rules and regulations.
  • Performs financial accounting, reporting, and/or auditing for special districts, county service areas, and other external agencies; provides technical guidance, training, and advice on accounting, budgetary, and auditing programs, processes, and procedures.
  • Supervises the preparation of monthly, quarterly, and year-end financial and statistical reports and statements, such as consolidated financial reports, statements of revenues and expenditures, and fund or grant budgets; prepares various reports for senior management, Board of Supervisors, Audit Committee, and other boards, committees, and commissions.
  • Directs and participates in the preparation and allocation of budgets and cost allocation models; develops tools to estimate and forecast revenues and expenditures; approves revenues and expenses according to schedules; ensures the accuracy of financial records.
  • Manages assigned funds, accounts, and accounting and auditing programs, projects, and studies.
  • Serves as point of contact for and works collaboratively with outside auditors and governmental program auditors.?
  • Supervises the organization and maintenance of accurate and detailed databases, files, and records; verifies accuracy of information, researches discrepancies, and records information.
  • Compiles and organizes a variety of information, documents, forms, records, and data to prepare reports, presentations, and correspondence and provide follow-up information to inquiries.
  • Represents the County at various meetings and on committees.
  • Monitors changes in laws and procedures and evaluates their effect upon County operations; recommends and implements recommended changes.
  • Attends meetings, conferences, workshops, and training sessions and reviews publications to remain current on principles, practices, and new developments in the field of accounting and auditing.
  • Performs related duties as assigned.

Minimum Qualifications

Knowledge of:

  • Principles and practices of employee supervision, including work planning, assignment review and evaluation, discipline, and the training of staff in work procedures.
  • Principles and practices of leadership.
  • Principles and techniques for working with groups and fostering effective team interaction to ensure teamwork is conducted smoothly.
  • Generally Accepted Accounting Principles pertaining to public and governmental accounting, cost accounting, fund accounting, and financial reporting. 
  • Government Accounting Standards Board (GASB), Financial Accounting Standards Board (FASB), and Government Finance Officers Association (GFOA) standards and recommended practices and policies.
  • Financial, operational, performance, and compliance auditing procedures including Generally Accepted Auditing Standards. 
  • Principles and theories of internal control including indicators of fraud and risk. 
  • Methods and practices of audit work preparation, report writing and presentation, and identifying and developing recommendations for improvement.
  • Principles and practices of project management.
  • Research, analyses, and reporting methods, techniques, and procedures.
  • Applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility.
  • The basic organization and operation of the County as necessary to assume assigned responsibilities. 
  • Principles and procedures of recordkeeping and preparation of reports and correspondence.
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and County staff.
  • The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.
  • Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.

Education and Experience:

Any combination of training, experience and educational degrees that would provide the required knowledge, skills, and abilities is qualifying. Substitutions will be made on a year for year basis. A typical way to obtain the required qualifications would be:

Bachelor’s degree in accounting, public administration, business administration, or a related field; and 

Five (5) years of increasingly responsible professional accounting and auditing experience, including two (2) years of lead or supervisor experience.

Certifications and Licenses:

  • Must possess a valid US driver’s license upon date of application. Must obtain California driver’s license following hire date per California DMV regulations.

PHYSICAL DEMANDS

  • Mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and visit various County sites; primarily a sedentary office classification although standing in work areas and walking between work areas may be required; occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information; ability to lift, carry, push, and pull materials and objects up to 10 pounds.
  • Vision to read printed materials and a computer screen.
  • Hearing and speech to communicate in person and over the telephone.
  • Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment.

WORKING CONDITIONS

  • Office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.
  • Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

EQUIPMENT AND TOOLS UTILIZED

  • Equipment utilized includes personal computer and standard office equipment.

Disaster Service Worker

All Butte County employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker related training as assigned, and to return to work as ordered in the event of an emergency.
