EXECUTIVE DIRECTOR, FISCAL SERVICES
JOB SUMMARY
Under administrative direction of the Deputy Superintendent, Business Services, plans, organizes, develops, and monitors the services, systems, programs, and staff of accounting, budgeting, financial reporting, payroll, ASB, accounts payable, accounts receivable, external audits, student attendance, and fixed assets; and performs other essential job-related duties and responsibilities as required. The focus of this position is to ensure effective delivery of sound fiscal services for students, parents, teachers, staff, and community.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Develops and implements financial systems of the District.
2. Develops and maintains a system of budgetary reporting and control; develops and files all of the District’s budgets as required by the California Education Code.
3. Designs and maintains a system of position control in collaboration with Human Resources.
4. Prepares, reviews and monitors current financial information to be presented to the Governing Board and/or used for management recommendations to the Governing Board.
5. Receives budget estimates from schools and District office, compiles and analyzes data and prepares composite District budget in draft form for administrative and policy review.
6. Assists in budget conferences and committees and prepares final budget in proper form and detail when approved.
7. Supervises staff operations concerned with general ledger, warrant writing, and budget data entry, payroll, accounts payable/receivable, fixed assets, student attendance accounting, and related financial activities of the District as well as accounting technicians for program directors for fiscal compliance.
8. Prepares or causes to be prepared various records and reports, including monthly financial statements, budget revisions, state required interim reports, and Governing Board items.
9. Analyzes and monitors the monthly budget documents and reports for trends and areas of concern; makes necessary adjustments and recommends appropriate transfers. Prepares monthly projections of income and expenditures in order to determine an estimated ending fund balance.
10. Closes out financial records for fiscal year; prepares and files county, state, and federal reports.
11. Collaborates with Information and Technology Services regarding automated accounting and budgeting systems.
12. Maintains knowledge of current legislation, legal codes, and requirements; reviews changes in school finance; attends workshops and meetings with District, County, and State personnel; conducts and facilitates meetings.
13. Advises administrators and program managers on the development, implementation, and control of program budgets.
14. Plans, organizes, and approves State Mandated Cost claims as prepared by consultant.
15. Selects, trains, supervises, and evaluates staff.
16. Designs and supervises the account coding system. (Chart of Accounts.)
17. Serves as financial resource on District collective bargaining teams.
18. Keeps abreast of changes in field of school fiscal services; analyzes operations, including methods, systems, and flow of work; develops, recommends, and implements business plan for increased efficiency and effectiveness.
19. Establishes and maintains effective working relationships with government officials, external auditors, teachers, administrators, coworkers, and the general public.
20. Performs other essential job-related work as required.
QUALIFICATIONS GUIDE
Education and Experience
A typical qualifying background would include: Any combination of education and experience equivalent to a bachelor's degree from an accredited college or university in accounting, finance, business administration, public administration, education, or other pertinent field, and eight years of progressively responsible fiscal, budget, and related business management experience; three years in a management capacity in the field of education is desirable.
Knowledge, Skills, and Abilities
Typical qualifying knowledge, skills, and abilities would include: Knowledge of the principles and practices of budgeting and accounting; fund accounting systems; cost accounting; revenue limit calculations; principles and practices of effective management, supervision, training; procedure analysis; pertinent legal, procedural, and reporting requirements of a school district and public agency; application of automated systems to accounting, payroll, and other pertinent transactions; basic school district organization and objectives; human resources and payroll administration.
Skill in planning, organizing, scheduling, supervising, training, one-on-one and group situations, communicating, decision making, problem solving; personal computer and related software; designing and/or applying computer systems to financial functions.
Ability to plan, organize, lead, direct, lay out, monitor, and control the activities in a business office; coordinate work with other departments; participate in carrying out policy decisions; inspire, supervise, and train staff; communicate effectively with administrative, instructional, and operating staff; understand and communicate state budget bills.
WORKING CONDITIONS
Typical physical demands include working in office environment, sitting 60%, walking 20% and standing 20%; visual and hearing acuity consistent with administrative work.
