- Bachelor’s degree in Accounting, Forensic Accounting, Finance, Economics, Business Administration, Criminal Justice, Legal Studies, or a related field from an accredited college or university required
- Additional years of relevant professional experience may be considered in lieu of the degree requirement.
- Certification, or progress toward certification, as a Certified Public Accountant (CPA), Certified Fraud Examiner (CFE), Certified Internal Auditor (CIA), or Internal Audit Practitioner (IAP) preferred. (or actively pursuing certification).
- Valid driver’s license and access to reliable transportation, or ability to attend off-site meetings, required.
- 5 years of progressive experience in compliance, investigations, auditing (internal or external), accounting, or finance required.
- Supervisory or team leadership role required.
- Experience in K–12 education or public sector preferred.
- Expertise in compliance program management, including hotline administration, case management, and investigation protocols.
- Strong knowledge of investigative techniques, ethics regulations, and internal control frameworks.
- Familiarity with governmental accounting principles and Generally Accepted Accounting Principles (GAAP).
- Knowledge of internal auditing standards and the ability to review audit work.
- Strong project management skills with the ability to balance multiple responsibilities, deadlines, and stakeholders.
- Excellent verbal and written communication skills, including tactful communication of sensitive findings.
- Strong interpersonal and leadership skills to foster trust and build collaborative relationships with staff, management, and external partners.
- Ability to remain independent, objective, and confidential in handling sensitive compliance and investigation matters.
- Pro?ciency with Microsoft Office Suite (Word, Excel, PowerPoint); Visio a plus.
- Experience with enterprise resource planning (ERP) systems and data analysis tools preferred.
- High attention to detail, analytical ability, and sound judgment.
- Manage the District’s ethics and compliance hotline, including intake, triage, investigation, referral, tracking, and reporting.
- Conduct or oversee investigations of alleged violations of laws, policies, or ethical standards, ensuring fairness, confidentiality, and timeliness.
- Provide case outcome reporting and ensure leadership is informed of significant issues, risks, or trends.
- Manage CPE compliance reporting for certi?ed employees and track departmental training requirements.
- Support the Open Records Department in fulfilling document requests when workload demands.
- Propose compliance-related policies, training, and communication to foster a culture of accountability and ethical behavior.
- Provide oversight of an Internal Auditor’s deliverables to ensure alignment with audit standards.
- Collaborate with leadership to assess compliance risks and recommend corrective actions or process improvements.
- Prepare reports and presentations for senior management, the Board, and other stakeholders on compliance and investigative matters.
- Stay current on changes in laws, regulations, and compliance best practices to keep the District aligned with applicable standards.

POSITION SUMMARY
The Compliance Manager is primarily responsible for managing the ethics and compliance hotline, conducting investigations, managing case referrals, and ensuring proper communication and reporting of outcomes. The Compliance Manager provides support to the Open Records Department in fulfilling public records requests as needed.
This role also includes conducting internal audits (mostly operational), assessing internal controls, analyzing data, identifying risks and potential fraud, and preparing reports with recommendations for improvement. Additionally, the position supervises an Internal Auditor and reviews the audit workpapers to ensure compliance with professional standards and guidelines. The position collaborates with internal and external stakeholders to promote accountability, transparency, and effective risk management across the district.
