About the Department

The County of San Luis Obispo Health Agency is actively seeking a skilled and motivated professional to contribute to the enhancement of our administrative functions as part of the Behavioral Health division. 

This recruitment is to fill a Limited Term, full-time position.  Employees in limited term positions receive benefits equivalent to permanent full-time employees, therefore will be eligible to earn vacation, sick leave, health, and pension benefits.  The sunset date for this position is 06/30/2027

This position leads administrative functions for the County of San Luis Obispo ‘s Behavioral Health Services Act (BHSA) Housing work plan for the Health Agency/Behavioral Health Department. This includes serving as primary liaison between the Department of Social Services Homeless Division and Behavioral Health to ensure continuity in housing support, placement, and retention efforts. The BSA will Lead the transition of housing-related funding from the Mental Health Services Act (MHSA) to BHSA, building the new funding stream from inception; collaborate with internal and external stakeholders to expand available housing units and increase local housing inventory; and coordinate supportive housing services, including warm handoffs to Full Service Partnerships (FSPs) and other care programs. 

The BSA will develop comprehensive knowledge of all housing models, inventory, and eligibility criteria in San Luis Obispo County, ensure Housing is utilized as the housing option of last resort, exhausting all other housing opportunities through provider networks before authorization; become a subject matter expert on Coordinated Entry System (CES), Homeless Management Information System (HMIS), and VI-SPDAT assessment tools, aligning with State behavioral health mandates; and build specialized knowledge on the intersection of housing and substance use disorder (SUD) treatment to address housing barriers for individuals in recovery. This position is also responsible for collecting and analyzing client data, including housing status, hospitalizations, incarcerations, and emergency interventions; building and maintaining housing inventory databases and data warehouses; and reporting housing-related data. The BSA will also provide some direct case management support for individuals with complex circumstances or significant barriers to housing; and develop individualized housing retention strategies to reduce returns to homelessness and improve long-term housing stability.

Typical Tasks and Representative Duties

  • Analyzes the effectiveness and efficiency of existing technology systems and business processes and develops strategies for improvement
  • Meets with decision makers, systems owners and end users to define business and operational requirements.
  • Develops proposals and plans for the design and installation of new systems and processes
  • Defines project requirements, identifies project milestones, directs project teams and monitors progress
  • Serves as liaison between stakeholders, users, vendors and information technology teams
  • Evaluates and/or participates in the evaluation of technology products and solutions
  • Identifies and mitigates risk elements to ensure successful transition to new business systems and processes
  • Performs cost benefit and return on investment analysis for proposals
  • Maintains reporting for HR operations and annual audit for FSA Non-Discrimination testing
  • Creates workers' compensation rate calculations annually
  • Ensures compliance with operating standards, County policies, and legal requirements
  • May be assigned lead worker duties over subordinate staff

Position Duties

Skills and qualities of the ideal candidate:

  • Demonstrated ability to collect, analyze, and evaluate various sources of data, and produce clear, engaging, and professional written content.
  • Experience developing, writing, and monitoring contracts and grants, including demonstrated ability to work well with community providers.
  • Strong skills in grant writing and grant management.
  • Ability to work independently and manage multiple tasks.
  • Confidence in public communication, including outreach activities, public speaking, and media engagement.
  • Master’s Degree in Public Policy, Public Health, Business Administration or related field (preferred)
  • Experience in housing and/or behavioral health initiatives (preferred).
  • Understanding of issues related to health access in diverse populations (preferred)

Minimum Qualifications: 

A combination of education, training, and experience resulting in the required knowledge, skills, and abilities. An example of qualifying education and experience includes:

Business Systems Analyst I: Bachelors  Bachelor's degree in Business Administration, Public Administration, Computer Science, Information Systems AND one year of experience involving business process analysis, systems planning, information systems, and/or project management.
 Business Systems Analyst II: In addition to the above, two years of experience equivalent to a Business Systems Analyst I with the County of San Luis Obispo.
 Business Systems Analyst III: In addition, one year of experience equivalent to a Business Systems Analyst II
