About the Department

Beaverton Municipal Court is hiring a Specialty Court Program Manager to oversee the daily operations of two court programs: the Behavioral Health Court and B-SOBR (Beaverton Sobriety Opportunity for Beginning Recovery Program). This position manages and reports on budgets and grants, supervises program staff, organizes team meetings, and coordinates referrals and resources for program participants. The Program Manager also handles data tracking and reporting, works closely with community partners, and implements process improvements to enhance participant outcomes. 

The Behavioral Health Court (BHC) promotes public safety and recovery by providing opportunities for people with mental illness to stabilize, engage in treatment, and access services and resources to promote their own recovery. The program is a probation diversion model that is approximately 12 months long and if successful, results in dismissal of the case.

Launched in 2011, the B-SOBR program is designed to treat individuals whose drinking and drug use is beyond their control but who continue to drive motor vehicles. B-SOBR participants agree to strict conditions in exchange for remaining out of jail, including regular reports to court, communication with a Case Manager, sobriety and urine tests, wearing an alcohol monitoring bracelet, committing to Alcoholics Anonymous or a similar program, and random check-ins from Beaverton police officers. In January of 2025, B-SOBR was nationally recognized as a Mentor Court by AllRise Treatment Court Institute. The B-SOBR team now mentors courts from across the nation who want to learn how to operate a successful treatment court. 

 The ideal candidate is:

  • Knowledgeable about Specialty Court programs, including sentencing, sanctions, incentives, and treatment best practices or eager to learn about this area of law. 
  • An effective program manager, who can manage multiple projects and stay on top of various details and timelines. 
  • Familiar with grant management and reporting, and enthusiastic about investigating new grant opportunities.
  • A collaborative communicator who can cultivate effective working relationships with customers, colleagues, attorneys, clinicians, judges, public officials, and the community.
  • Highly analytical and skilled at monitoring and communicating performance measures and data.
  • Excited to engage community partners and resources that will support Beaverton’s specialty courts. 


This is a full-time, exempt, Management 2 (M2) position. There is one vacancy. The classification is Program Manager. This position is partially grant-funded, and may be reduced to 0.75 FTE after March 2026 depending on grant funding.

Position Duties

Court operations and participant support

  • Manage specialty court program activities, team meetings, and compliance monitoring.
  • Collaborate with team members to assess participant support progress and ensure the specialty court team is applying evidence-based practices related to sanctions, incentives and supports.
  • Maintain participant handbooks, policy manuals, court protocols and other documents.
  • Identify and connect participants to employment, treatment, and other community-based resources.

Program development and team coordination

  • Evaluate specialty court operations and recommend improvements using participant outcomes and team feedback.
  • Plan and facilitate events such as training, graduations, and community presentations.
  • Create and oversee project work plans, monitor progress, and report on milestones.

Grant and budget oversight

  • Manage state and federal grants relating to Specialty Court services, including application writing, budgeting, compliance tracking, and reporting.
  • Research and recommend new funding opportunities and oversee the acquisition and distribution of participant incentives.
  • Create budgets for specialty courts and ensure that expenditures align with goals and compliance standards.

Data and reporting

  • Develop data collection tools and reporting processes for internal program reviews and external evaluations.
  • Prepare and submit reports to city leadership, funding agencies, and peer review teams.

Community and interagency collaboration

  • Represent the Specialty Court Programs at local, state, and national meetings and training events.
  • Serve as a liaison between court and external agencies, including treatment providers, law enforcement and advocacy groups.
  • Promote the program through community partnerships.

Minimum Qualifications

Minimum qualifications:

  • Bachelor’s degree in criminal justice, public administration, social work, or a related field; and 
  • Five years of experience managing court, legal, or human services programs, including
  • Two years in a supervisory or management role; or 
  • An equivalent combination of education and experience enabling the incumbent to perform the essential functions of the position. 


Licensing and special requirements

  • Ability to pass reference checks and education verification, and satisfy the requirements of a background check, including fingerprints.
  • Criminal Justice Information Services (CJIS) fingerprints must be completed and cleared prior to start date. 
  • Law Enforcement Data Systems (LEDS) certification required within 30 days of hire. 
  • Ability to satisfy the requirements of a pre-employment drug screen.

Other Qualifications

Wage range: $7,350.42 - $9,851.25 monthly

Starting rate will be determined depending on relevant work experience as outlined in the Oregon Equal Pay Act. New hires who meet the minimum requirements of the position will typically start at step one. Higher steps within the posted range may be offered to those who have additional years of experience that is directly related to the position.
