About the Department

The Construction Inspector performs complex (senior-level) inspection work. Work involves coordinating and conducting inspections and quality assurance reviews to ensure compliance with laws, regulations, and agency policies. May supervise the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.  Additionally, the incumbent works closely with the City Engineer.

Position Duties

  • Collaborates and cooperatively works with other Engineering Department staff to deliver high quality City services effectively and efficiently.
  • Performs site inspection of civil and environmental improvements related to public infrastructure construction, maintenance, and operation; as well as site improvements for water resource management; water pollution control; solid waste management; mechanical and pump systems; and health and safety measures.
  • Coordinate the municipal separate storm water sewer system (MS4) program including collecting required information from various City Departments for reporting to TCEQ.
  • Assesses site work, street, drainage, water, and wastewater components of private development projects, including building permits, site development plans, and subdivision construction plans.
  • Reads and interprets engineering plans, schematic drawings, layouts, and other visual aids.
  • Readily understands and applies construction plans, specifications, and estimates in the inspection process.
  • Inspects the work of contractors for compliance with project plans and specifications, as well as applicable Codes, standards, and regulations.
  • Makes recommendations how to correct violations and deficiencies; conducts follow-up inspections to determine compliance.
  • Regularly conducts fieldwork, to include measuring, assessing, and documenting site conditions; conducts material take-offs.
  • Receives material samples and test results; may conduct independent material testing.
  • Calculates geometric, hydraulic, grade, and quantity estimates.
  • Maintains professional knowledge through such means as attending seminars, reviewing trade publications, and participating in professional organizations.
  • Obtains data from a wide range of stakeholders to provide specific data on the status of various construction-related programs, projects, and activities.
  • Meets with residents, business owners, contractors, engineers, developers, landowners, and interest groups concerning subdivision and building projects.
  • Aids a wide variety of construction trade professionals.
  • Maintains records and files associated with construction projects.
  • Writes daily reports and field memoranda of a specialized nature in connection with construction projects.
  • Serves as a construction trades resource to the Engineering, Planning, and Public Works Departments on a wide variety of assigned project tasks.
  • May appear at administrative hearings or testify before courts of jurisdiction.
  • Performs other related job duties as assigned.  

Minimum Qualifications

Five (5) years minimum work experience in site civil or public infrastructure construction, maintenance, or operation.  High school diploma or equivalent.  An associate degree in construction science or a building trade, or trade school accreditation as journeyman is preferred. Experience and education may be substituted for one another.
Special Qualifications:
Possess a valid State of Texas driver's license.

Other Qualifications

  • Knowledge of laws, codes, standards, and regulations related to the area of responsibility; the principles and methods of field inspection and quality control; the basic rules of evidence; and business practices in regulated occupations and industries.
  • Excellent knowledge of proper safety practices and procedures and regulations applicable to work being performed.
  • Skill in conducting inspections, determining proper courses of action, using instruments or tools necessary to perform inspections, using applicable computer programs and databases, and maintaining records and written reports.
  • Ability to prepare reports, to interpret laws and regulations, to gather and analyze data, to communicate effectively, and to supervise the work of others.
  • Knowledge of and ability to apply construction principals; and interpret and communicate construction-related data to others.
  • Skill in using basic computer applications (e.g., Microsoft Office suite).
  • Skill in using office equipment, including copy machines and communication systems.
  • Ability to apply basic to moderately complex mathematical operations methods and calculations.
  • Ability to write reports, expositions, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech.
  • Ability to successfully establish working relationships with other city employees.
  • Ability to obtain and maintain appropriate necessary trade certifications.
  • Ability to work weekends and evenings, if necessary.
  • Ability to communicate effectively.
