About the Role

Tidewater Inc. is seeking a highly experienced Project Analyst to support the Defense Health Facility Program Office – Europe (DHFPO-E). This role is mission-critical in providing data analysis, project management support, and interoperability oversight for major U.S. military medical construction (MILCON) projects in Germany.

You will work directly alongside government stakeholders and project teams to ensure the success of the Rhine Ordnance Barracks Medical Center (ROBMC) project — one of the largest U.S. military medical facility projects in Europe. 

Key Responsibilities

  • Provide data collection, analysis, and reporting to support healthcare facility design, construction, outfitting, and transition activities.

  • Respond to data calls and prepare/present information and decision briefs to senior military and civilian leaders.

  • Design and maintain systems of checks and balances to ensure accuracy of information and reporting.

  • Conduct clinical interoperability workload analyses and identify population changes impacting healthcare service delivery.

  • Utilize Microsoft Access, Excel, and Business Objects to manipulate and present raw and finished data.

  • Participate in Joint Interoperability Working Group meetings and prepare supporting written/verbal deliverables.

  • Support requirements validation through gap analyses, workload and manpower projections, and clinical integration planning.

  • Assist in space planning/utilization studies and validate technical data for completeness and accuracy.

  • Contribute to the development of cost, workload, and manpower projections to inform decision-making.


Required Qualifications

  • Minimum 10 years of experience as a Program/Project Analyst, with significant background in medical facility program analysis.

  • Demonstrated expertise with:

    • Military Health System (MHS) data repository tools

    • Business Objects, MEPRS, EAS, and DHA BORA metrics

    • Microsoft Office Suite (Excel, Access, Word, Outlook, PowerPoint)

  • Strong knowledge of military health facility operations, staffing models, and workflows.

  • Exceptional analytical, problem-solving, and decision-making skills.

  • Proven ability to present complex data and recommendations effectively to senior leaders.

  • Excellent written and verbal communication skills in English.

  • Ability to maintain strict confidentiality and adhere to security protocols (NACI clearance and CAC required).


Work Schedule

  • Standard schedule: Monday–Friday, 08:30–17:30 (40 hours per week, excluding U.S. federal holidays).

  • Primary duty station: Landstuhl Regional Medical Center (LRMC), with additional duties at the ROBMC IPO site in Weilerbach.


Security & Compliance

  • Must be eligible for and maintain a NACI security clearance and Common Access Card (CAC).

  • Completion of Anti-Terrorism (AT) Level I and OPSEC Awareness Training required within 30 days of start.

  • Must comply with all U.S. Army and Air Force installation access requirements.
