You are:

We are seeking an experienced and dynamic Senior Manager to lead our post-production team, overseeing the operations and optimization of Oracle E-Business Suite (EBS) HR and Payroll systems. This role is crucial in ensuring the seamless delivery of high-quality IT solutions and sustained system performance in support of the Department of Defense (DoD). The ideal candidate is a certified SAFe Product Owner with extensive experience managing large-scale IT programs, implementing Agile methodologies, and ensuring compliance with federal and DoD standards.

The work:

  •  Lead and manage large-scale IT programs with teams of over 100 personnel supporting Oracle EBS HR and Payroll systems
  •  Ensure successful implementation, delivery, and stabilization of post-production activities, including defect management, change management, and system enhancements
  •  Serve as the primary liaison between business stakeholders, functional leads, and technical teams to resolve complex production issues
  •  Utilize Agile methodologies to drive efficiency, transparency, and collaboration across all teams
  •  Manage workflows, documentation, and reporting using Jira, Confluence, and Bitbucket
  •  Oversee release cycles, patches, and upgrades to ensure minimal disruption and maximum business value
  •  Ensure compliance with Department of Defense HR and payroll policies, data security standards, and federal regulations
  •  Drive continuous improvement through process automation, data accuracy initiatives, and performance optimization
  •  Monitor system performance, identify recurring issues, and implement long-term corrective actions
  •  Develop and maintain comprehensive documentation of processes, configurations, and resolutions
  •  Provide regular reports and updates to senior leadership, including risk assessments and mitigation strategies

Here's what you need:

  • Experience in managing large-scale IT programs
  • Proven track record in implementing Oracle EBS R12 HR and Payroll systems
  • Certified SAFe Product Owner with deep expertise in Agile methodologies
  • Proficiency in Jira, Confluence, and Bitbucket
  • Strong understanding of Department of Defense HR and payroll systems, compliance, and reporting standards
  • Exceptional leadership, communication, and problem-solving skills
  • Bachelor’s degree
  • Public Trust Clearance
  • Familiarity with DFAS payroll operations and federal HR/payroll compliance

As required by local law, Accenture Federal Services provides reasonable ranges of compensation for hired roles based on labor costs in the states of California, Colorado, Hawaii, Illinois, Maryland, Minnesota, New Jersey, New York, Washington, Vermont, and the District of Columbia. The base pay range for this position in these locations is shown below. Compensation for roles at Accenture Federal Services varies depending on a wide array of factors, including but not limited to office location, role, skill set and level of experience. The pay range for the states of California, Colorado, Hawaii, Illinois, Maryland, Minnesota, New Jersey, New York, Washington, Vermont, and the District of Columbia is:
