Job Title: Senior Accountant, Payroll
Grade Level/Terms of Employment: Grade 121 / 260 days (12 months)
FLSA Status: Exempt
Work Location: Finance Department
Immediate Supervisor: Payroll Manager

 

General Description:
The Senior Payroll Accountant performs complex accounting and payroll functions to ensure the overall
efficiency of the Finance Department. This role is responsible for accurate and timely payroll processing,
maintaining compliance with mandated requirements, reconciling general ledger accounts, and safeguarding
confidential employee information. The Senior Payroll Accountant also serves as a key resource for payroll and
accounting inquiries, reporting, and process improvement initiatives.
Essential Duties and Responsibilities:
• Processes regular and supplemental semimonthly payroll for all employees, ensuring accuracy and
compliance with applicable laws and policies.
• Prepares, analyzes, and reconciles payroll, retirement contributions (VRS, 403(B), 457), and related
general ledger accounts to ensure accuracy and resolve discrepancies.
• Prepares balance sheet account reconciliations and posts corrections to maintain accurate financial
records.
• Prepares payroll tax deposits, benefit contribution payments, and processes benefit deduction refunds.
• Supports year-end audits and financial reporting, including W-2 processing, quarterly 941 filings, and the
Comprehensive Annual Financial Report (CAFR).
• Writes, updates, and maintains comprehensive policies and procedures for payroll and accounting
processes.
• Identifies opportunities for process improvements to enhance efficiency, accuracy, and compliance.
• Responds to payroll and accounting inquiries from employees, management, and auditors in a timely
and professional manner.
• Performs other related duties as assigned.

 

Qualifications:
• Bachelor’s degree in Accounting, Finance, or related field required.
• Minimum of five years of progressive experience in government or general accounting.
• Strong knowledge of payroll functions, including preparation, balancing, internal controls, and payroll
taxes.
• Experience analyzing, interpreting, and reconciling general ledger accounts and preparing
fiscal/accounting records.
• Familiarity with Virginia Retirement System (VRS) preferred.
• Excellent planning, organizational, and time management skills, with keen attention to detail.
• Strong analytical, problem-solving, and decision-making skills.
• Outstanding interpersonal and communication skills (verbal and written).
• Proficiency with Microsoft Office, Google applications, and other business software solutions.
• Bilingual/fluency in Spanish preferred.
