The Prince George’s County Department of Corrections is currently seeking qualified applicants to fill a Lieutenant Colonel (Correctional Administrator-Ggrade G31 position, in the Security Operations Division


About the Position

This is management level professional supervisory and administrative work whereby the incumbent is responsible for the administration of one of the major operating divisions in the Department of Corrections. Incumbents supervise, plan, coordinate and direct all activities, functions and responsibilities of the Division. Work involves considerable latitude for independent judgement and action subject to applicable laws and regulations and is reviewed by the Deputy Director through conferences, reports of activities and personnel inspections.

The Prince George's County Department of Corrections provides a safe, secure and humane environment for pre-trial and sentenced offenders. We also provide rehabilitative programs to inmates such as education, juvenile services, religious services, domestic violence, barber styling school, hairstyling program, women's empowerment, substance abuse drug treatment, and community re-entry.

Position Duties

  • Reports to the Director and Deputy Director.

  • Attends staff meetings and provides input to the Director and Deputy Director regarding Departmental policy relevant to the Security Division.

  • Represents the Director and Deputy Director at briefings and meets as required.

  • Maintains overall responsibility for the assignments and activities of Divisional staff.

  • Available on a 24-hour basis to handle emergencies.

  • Draft policies and procedures for signature by the Director that relate to the daily operation of the Division.

  • Administers and is responsible for all components of shift operations, satellite operations, and all activities related to security of the Department of Corrections’  facilities.

  • Provides guidance and administrative supervision to subordinates in the Division.

  • Ensures operational compliance with all Departmental Policies and Procedures, Court Orders, and all other applicable standards and guidelines.

  • Develops input for use in preparing the Division and Department budgets.

  • Oversees preparation of budget for the Division.

  • Prepares staffing analysis reports for the division as they relate to the budget.

  • Supervises, plans, coordinates and directs program activities of one of the divisions within the Department of Corrections.

  • Oversees the maintenance of necessary records.

  • Serves as liaison with Courts, law enforcement agencies and other local and state correctional services agencies.

  • Conducts periodic inspections of divisional activities to consult with/observe performance of subordinates, determine status of operations, and ensure conformance with standards.

  • Willingly and conscientiously adheres to the established County Employee Code of Ethics and diligently and responsibly upholds the County’s high standard of Customer service.

  • Willingly and cooperatively performs tasks and duties assigned, which may not be specifically listed in the position description but are within the general category and responsibility level typically associated with the employee’s class of work.

  • Support the Department’s mission through professionalism and adherence to ethics policies.

  • Supervise subordinate staff and incarcerated individuals, ensuring work quality and security standards.

  • Willingly and cooperatively performs other duties and tasks as assigned that fall within the employee's class of work.

Minimum Qualifications

Minimum Qualifications

Candidates must meet all minimum qualifications listed below to be eligible for additional consideration: 

  • Master's Degree in psychology, criminology, sociology, public or business administration, or related field 

  • Five (5) years of managerial experience in a correctional institution.

  • Possess and maintain a valid driver's license.

Preferred Qualifications:
  • Extensive knowledge of the principles of modern penology (the study of the punishment of crime and of prison management).
  • Extensive knowledge of the principles and practices appropriate to the Security Division.
  • Ability to present ideas and recommendations effectively either orally or in written form and prepare both comprehensive and summarized reports.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to apply modern correctional institutional management principles and techniques to such administrative responsibilities as the formulation of procedures, organization of personnel and services, establishment of training programs, supervision of staff and preparation of budget.
  • Ability to supervise and train lower-level subordinates.
  • Must have a working knowledge of criminal law and the court system.
  • Must have the ability to communicate, collaborate, and deal with a variety of internal and external stakeholders impacting an array of routine and confidential matters.
  • Must be knowledgeable of departmental policy, procedures, and regulations.
  • Must be proficient in the use of computers and software systems such as Microsoft Office applications.
  • Candidates must have the ability to understand, interpret, and present training material.
  • Must be able to adapt to schedule changes and/or respond to emergency situations.
  • Must have the ability to review and analyze data in the form of statistical information and investigative reports to identify patterns and trends to reduce safety threats and formulate, recommend, or institute procedural and operational changes.
  • Must have the ability to prepare strategic action plans, direct operations and management personnel in the administration and deployment of resources within the Security Division.
  • Must be able to represent the Director and Deputy Director at meetings, forums, community events, or conferences.
  • Must be able to serve as liaison to internal county departments as well as to state and federal partners.

Conditions of Employment:  Upon selection, the candidate must:

  • Be willing to work onsite in a Correctional Facility.

  • Pass a thorough background investigation and a physical exam that includes TB test and be willing to submit to random drug screening.

  • Possess and maintain a valid driver's license.

  • Be willing to work a rotating shift schedule, including evenings, weekends, and holidays.

  • Meet all training and performance standards and demonstrate proficiency as required by the agency. 
  • Wear and use agency protective apparel and equipment in the performance of their assigned duties, if applicable.
  • THIS IS AN ESSENTIAL POSITION. Candidates must be willing and able to serve as an essential employee. Essential employees are expected to report during standard or non-standard hours as operations necessitate, or during emergencies. Essential employees are expected to report or remain at work when other County employees are granted Administrative Leave.
