Job Description
Manages the execution and performance of all processes and personnel assigned to an IT application management branch. The activities to support this include, but are not limited to planning, organizing, executing, monitoring, analyzing, reporting and performing risk evaluation. Directs the initialization, execution, maintenance and support for an enterprise portfolio suite of applications; analyzes project proposals for feasibility, preparing cost estimates to include equipment, software, and staffing requirement. Manages one or more application portfolios and its lifecycle; coordinates development schedules, providing overall direction and guidance; prepares progress reports for applications systems analysis and programming within their area of responsibility. Uses project management practices to accomplish new work. Provides input to IT strategic plans, establishes goals for branch and communicates management's expectations to branch personnel. Assists with the development of the IT division's budget, controls branch budget to meet established spending goals. Manages the physical assets assigned to the branch through performance monitoring and analysis, reviewing contract proposals for these assets, making recommendations to meet the business demands. Consults with the business units and other IT areas to ensure the organization's goals are met. Manages the personnel assigned to the branch, making decisions on personnel actions (hiring, promotions, terminations, etc.), following through with performance evaluations and developing appropriate training plans. Manages related consulting contractors, contracts and service levels. Applies thorough IT knowledge to manage the tasks and events associated with this process. Safeguards physical access to Exchange restricted data, processes and services.

Eight years of experience in programming, systems analysis and design.
Or
Bachelor's degree in information technology and six years of experience in programming, systems analysis and design.

Major Duties
Assists in developing business application strategic direction and provides input to IT policies, strategic objectives, and short and long range planning.
Manages multiple application portfolios including project initialization, execution, maintenance & support; project analysis & costing; coordination or schedules & development activities.
Manages resources to include assignments/scheduling, performance evaluations, personnel actions, and training.
Monitors project and departmental expenses.
Provides Management reporting.
Performs other duties as assigned.

24x7 work environment supporting Exchange operations, which requires either shift work, on call, and/or after hours project work and may include holidays, and weekends
