Jr. Contract Closeout Specialist (0009)
OCT Consulting is a business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.
Responsibilities and Duties
OCT currently has openings for Acquisition Professionals (Closeout Specialists) with a minimum of 2 years of Contract Specialist (or) Contracting and Procurement experience with a specialization in close-out activities. Experience supporting an acquisition office in the Contract and Procurement Series, 1102 is preferred. The experience can be either as a federal government employee or as a contractor supporting a Federal or commercial acquisition office or combination of both. Experience closing firm-fixed is required; however, experience is closing cost-reimbursement, time and material, labor hour, or any variant to include hybrid contracts is preferred.
OCT is seeking an Acquisition Professional (Junior Closeout Specialists) with a minimum of 2 years of experience as a Contract Specialist or in Contracting and Procurement, with a focus on closeout activities. Experience supporting an acquisition office within the 1102 Contracting and Procurement Series is preferred. Candidates may qualify through prior service as a federal government employee or as an institutional support contractor to a federal agency.
Applicants must have experience closing firm-fixed-price contracts. Additional experience with cost-reimbursement, time-and-materials, labor-hour, hybrid, or other contract types is strongly preferred.
Responsibilities include managing the full range of closeout activities for contracts, cooperative agreements, and grants in compliance with the Federal Acquisition Regulation (FAR), the Code of Federal Regulations (2 CFR), and USAID closeout policies and procedures.
Key duties include:
- Reconciling award files in USAID’s Phoenix Financial System.
- Uploading designated files into the Agency’s Secure Image and Storage Tracking System.
- Preparing closeout documentation such as checklists and release of claims.
- Identifying expired files for destruction.
Requirements
Qualifications:
- Minimum of 2 years of federal contract closeout experience. USAID experience is preferred.
- Bachelor's Degree is preferred
- Must have experience with the preparation of expired contracts for archiving or destruction
- Must have experience with closing FFP contracts
- Must be able to obtain or retain a Public Trust clearance. The investigation will involve a credit, fingerprint, and law enforcement agency check
- Work will primarily be performed remotely and at least two days a week at OCT’s office in Tyson’s Corner, VA. The individual, however, must be willing to travel to the client’s headquarters in Washington D.C. as needed.

Salary Range: $65,000-72,000 yearly commensurate with experience, education, etc.
