Job Title: Program Manager (PM) 

Location: On-Site at DHA Headquarters (Falls Church, VA) and travel as directed by the Government
Pay Range: $50 - $53HR

Employment Type: Full-Time, Contract (Contingent upon contract award)

Position Summary:
CLJ Consulting and Contracting LLC is seeking an experienced Program Manager (PM) to provide overall leadership and contract oversight for the Defense Health Agency (DHA) Office of Small Business Programs (OSBP) Support contract. The PM will serve as the Government’s primary point of contact and is responsible for ensuring uninterrupted delivery of acquisition and program management support services. This role is central to the success of the contract, driving compliance with federal acquisition policies, managing performance across all task areas, and ensuring DHA’s small business initiatives are executed effectively and on time.

Key Responsibilities:
 • Serve as primary liaison with Government Contracting Officer (CO) and Contracting Officer’s Representative (COR).
 • Lead transition-in/out activities and ensure continuity of operations.
 • Oversee staffing, deliverables, and performance across all task areas.
 • Provide monthly progress reports, staffing updates, and financial status reports.
 • Manage subcontracting, small business participation, and Mentor-Protégé reporting.
 • Ensure compliance with quality control, security, and regulatory requirements.

Required Qualifications:
 • Bachelor’s degree in business, management, or related field.
 • Minimum of 5 years’ recent experience managing federal acquisition support contracts.
 • Demonstrated knowledge of FAR, DFARS, and DHA/DoD procurement policies.
 • Proven leadership, communication, and problem-solving skills.

Preferred Qualifications:

• PMP, FAC-P/PM, or DAWIA Program Management certification.

• Prior experience managing DHA, DoD, or other federal acquisition support contracts.

• Demonstrated success leading geographically dispersed teams.

• Strong background in small business subcontracting and mentor-protégé program oversight.
