Essential Functions

  • Assists with the activities of the Accounting Department.
  • Fulfills responsibilities in accordance with government policies, procedures, and applicable laws.
  • Assists with accounting/finance functions, payroll, investments, grants, financial reporting, and budgetary compliance.
  • Approves payments from Center funds.
  • Prepares and/or supervises advanced cost/benefit analysis, reports, and presentations; directs and participates in studies; directs or writes management reports; oversees follow-up and monitoring procedures.
  • Assists with the annual departmental budget.
  • Assists in the analysis of Requests for Proposals.
  • Prepares reports on organizational and administrative practices or policy updates; makes recommendations.
  • Reviews and analyzes year-to-date revenue and expenditures as well as forecast summaries to determine problem areas.
  • Oversees the maintenance of Center inventory records.
  • Assists with the annual audit performed by external auditors.
  • Assists with contracts and grants as assigned.
  • Liaison with legal experts on intellectual property and other matters. Knowledge of laws, legal codes, court proceedings, government regulations, and political climate is required.
  • Works directly with department VP’s in managing their budgets.
  • Reviews and approves requests for expenditures.
  • Reviews and develops policies and procedures or suggests modifications to existing policies and procedures.
  • Participates in the annual budget process, including forecasting and calculations used in the budgeting process.
  • Research new accounting pronouncements and state law and help determine actions needed for implementation and compliance.
  • Assists with special projects, reporting, and analysis.
  • Attends Center training and staff meetings as well as any other Center-related activities as required.
  • Communicates with other Center personnel to coordinate activities and resolve issues.
  • Communicates with outside parties including auditors, state officials, contractors, vendors, and members of the public.
  • Participates in committees.
  • Participates in maintaining a neat, clean, and safe work environment.
  • Performs other related duties as assigned.
  • Assists in providing strong fiscal stewardship through sound departmental policies and continuous improvement.

 

Supervisory Responsibilities:

Level of Supervision: The Chief Financial Officer assigns work in terms of departmental goals and objectives. The Deputy CFO assists in the supervision of work through conferences, reports, audits, and observation of department activities.

QUALIFICATIONS

Required Education

  • Bachelor’s degree in business, accounting, finance, public administration, or related field required.

 

Required Experience

  • Eight years of full-time, progressively responsible experience in public finance, business management, or other directly related field.
  • Experience with ERP/Accounting Software required.
  • Must have an intermediate level of knowledge of computers including the use of Excel spreadsheets, databases, and word processing.
  • Must have the ability to identify complex problems and review related information to develop and evaluate options and implement solutions.
  • Ability to assist with fostering a positive work environment where employees feel valued and understand their contributions to departmental goals.

 

Required Knowledge

  • Knowledge of finance operations, management, and supervisory practices.
  • Knowledge of the principles and practices of public finance, budgeting, accounting, governmental accounting, auditing, and debt management.
  • Knowledge of administrative principles and practices, including budget development and implementation, cross-functional team activities, and computer system administration.
  • Knowledge of relevant federal and state laws, local ordinances, and department policies and procedures.
  • Knowledge of the methods and techniques of financial research, statistical analysis, and report presentation.
  • Knowledge of computers and job-related software programs.
  • Skill in developing and implementing policies and procedures.
  • Skill in utilizing financial computer software programs.
  • Skill in problem-solving, decision-making, and gathering and analyzing complex data.
  • Skill in the development and management of annual budgets.
  • Skills in public and interpersonal relations.
  • Skills in researching and preparing reports.
  • Excellent verbal and written communication and presentation skills.

 

Preferred Experience/Knowledge

 

  • Preferred experience or knowledge of state procurement and/or bidding processes.
  • Preferred familiarity with state procurement laws, regulations, and guidelines.
  • Preferred knowledge of vendor management and contract negotiation.
  • Preferred experience or knowledge of IT operations, including infrastructure, software, and hardware.
  • Preferred experience with payroll software.
  • Preferred experience with writing, reviewing, and implementing contracts.
