About the Department


This position is considered a Safety-Sensitive position. Applicants who pass the interview process will be subject to drug and alcohol testing.

The purpose of this class within the organization is to manage and direct work in the treatment, distribution or collection and daily operations of the water treatment or water resource recovery plant.

Position Duties

Essential Functions:
Must be able to communicate with others in spoken and written English to ensure the safe and efficient operations of the business.

Oversees plant operations to ensure proper processing of water to meet local, state and federal regulations; directs adjustments to treatment processes and chemicals as necessary to ensure proper water quality.  Comprehends and utilizes principles and practices of operating and maintaining a complex water treatment or water resource recovery facility and potable water distribution, repurified distribution or collection system.
 
Directs water research and analysis for the purpose of identifying best available technologies and treatment methods for achieving current and future regulatory requirements.  Collaborates with regulatory agencies, engineers, consultants, staff, and regulators on the timing, cost, design, and construction of new facilities, upgrades, and expansions.
 
Maintains cooperative working relationships with regulatory agencies, the public, consultants, and City staff.  Responds to and resolves citizen and staff inquiries, concerns, and complaints in a timely and effective manner; and responds to requests from regulatory agencies.  Composes documents including reports, memos, and invitations to bid to facilitate decision making and equipment procurement.
 
Selects, trains, motivates, coaches, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; supports implementation of discipline and termination procedures.  Develops and implements policies, budgets, and capital improvement plans to manage assets, personnel, and monetary resources to maximize efficiency, returns on investments, and financial viability.
 
Researches new methodologies monitors political and public sentiment and EPA and state regulations, policies, and programs to forecast the best solutions for securing the City's future water resource needs.  Evaluates, directs, coordinates, and reviews work demands for operation, maintenance, laboratory, cross-connection operations, functions, services, and activities; reviews and evaluates work products, methods and procedures.
 
Reviews and analyzes compiled data related to plant operation and maintenance; reviews and submits a variety of weekly, monthly and annual operational reports; reviews and submits treatment and water quality laboratory reports required by the State and Federal Government.  Monitors the development of new water or wastewater regulations and water or wastewater treatment techniques and advises Director of anticipated impact to include plant construction modifications. Oversees the development of quality assurance and quality control programs for compliance with EPA protocols and in ensuring that the standards for laboratory certification by the Tennessee Department of Environment and Conservation are maintained.
 
Additional Duties:
Performs other work as assigned.
  
Physical Demands:
Performs light work that involves walking or standing most of the time and involves exerting up to 20 pounds of force on a regular and recurring basis, or skill, adeptness and speed in the use mechanical or electronic office machines or tools within moderate tolerances or limits of accuracy.

Minimum Qualifications

Minimum Education and Experience Requirements:

Requires a bachelor's degree in environmental science, water resource management, engineering or the hard sciences such as engineering, chemistry, geology, biology, mathematics, or physics.  Requires ten (10) years administrative/managerial level work within a water or wastewater treatment facility of closely related experience. 

Special Certifications and Licenses:

Requires a Grade IV Treatment Plant Operator certification from the Tennessee Department of Environment and Conservation (TDEC), or its successor, OR possess Treatment Plant Operator certification of the highest level from another state AND obtain Grade IV Treatment Plant Operator certification from TDEC, or its successor, within twelve (12) months of employment for the respective treatment facility.

Requires a Grade II Distribution (Water) or Collection (Wastewater) Operator certification from the Tennessee Department of Environment and Conservation (TDEC), or its successor, OR possess a Distribution or Collection Operator certification of the highest level from another state AND obtain Grade II Distribution or Collection Operator certification from TDEC, or its successor, within twelve (12) months of employment for the respective facility.  Requires a C2EP Professional Operator Treatment Class IV for the respective facility within twelve (12) months of employment.
