What are Trust Fund Positions?
Trust Fund positions are unique to the Smithsonian. They are paid for from a variety of sources, including the Smithsonian endowment, revenue from our business activities, donations, grants and contracts. Trust employees are not part of the civil service, nor does trust fund employment lead to Federal status. The salary ranges for trust positions are generally the same as for federal positions and in many cases trust and federal employees work side by side. OVERVIEW

The Smithsonian Institution is the world’s largest museum, education, and research complex, with 21 museums and the National Zoo. This position is in the Web Office, Digital Strategy and Engagement, National Museum of the American Indian (NMAI), Smithsonian Institution. The NMAI cares for one of the world's most expansive collections of Native artifacts, including objects, photographs, archives, and media covering the entire Western Hemisphere, from the Arctic Circle to Tierra del Fuego. Since the passage of its enabling legislation in 1989 (amended in 1996), the NMAI has been steadfastly committed to bringing Native voices to what the museum writes and presents, whether onsite at one of the three NMAI venues, through the museum's publications, or online. The NMAI is also dedicated to acting as a resource for the hemisphere's Native communities and to serving the greater public as an honest and thoughtful conduit to Native cultures.
 
The Online Project Manager plans, organizes, and manages online projects, collaborating with the Web team, project teams, and contractors to develop, produce, and maintain the museum’s website and online products, and implements online project management processes that further the museum’s mission, goals, and institutional initiatives. 

DUTIES AND RESPONSIBILITIES


  • Manages project development to enhance the museum’s website and produce online products; develops plans and schedules; estimates resource requirements; prepares budgets; writes scopes of work and defines milestones and deliverables; coordinates project teams and monitors activities; and evaluates and reports on accomplishments against established performance measures.
  • Plans and produces online projects utilizing knowledge of information architecture, UX design techniques and principles, and web development technologies, including CSS3, HTML5, and Adobe CC. Applies knowledge of diverse server technologies and platforms, network architectures, and web server software to manage online production.
  •  Procures contract services for development of online products; serves as a Contracting Officer's Technical Representative for online projects; liaises with Office of Contracting on contract specifications and with teams and contractor throughout the period of contracts. Implements project management systems and processes and monitors and reports on the scope and progress of online projects using productivity and project management tools including MS Teams, Smartsheet, MS Office, and Jira.
  •  Utilizes Google Analytics 4, Webtrends, and other measurement and analytics tools to collect and analyze web metrics and track user behavior and content performance; provides recommendations for online product performance and continual improvement of the user experience.  
  • Ensures online products conform to NMAI and Smithsonian technology, security, privacy, and accessibility (Section 508, ADA, and W3C WCAG 2.1) protocols, standards, and policies; ensures online products are responsive across devices and function effectively in major operating systems and browsers and are optimized for functionality and performance. 

QUALIFICATION REQUIREMENTS

Education (if positive education is required) and Experience:
To qualify for this position, applicants must possess a bachelor’s degree (B.A.) from an accredited four-year college or university and/or 3-5 years of related experience (described below); or an equivalent combination of education and experience.
  • Knowledge of project management principles, methods, and practices, and demonstrated ability to manage multiple, simultaneous online projects for a museum or cultural institution.
  • Knowledge of federal contracting processes and ability to develop scopes of work and requests for proposals, cost-benefit analyses and budgets, and project plans and schedules; and skill defining technical, design, and production components of online projects.
  • Knowledge of web information architecture, UX design techniques and principles, and web development technologies, including CSS3, HTML5, and Adobe CC, and demonstrated skill applying this knowledge in managing the planning and production of online products.
  •  Knowledge of diverse server technologies, approaches, and platforms, and skill collaborating with technical specialists, contractors, and users to determine protocols and identify and resolve issues related to network infrastructure, systems, and software.
  • Demonstrated ability establishing and maintaining effective working relationships with staff, contractors, and Native American consultants and collaborators, and skill applying knowledge of Native American histories and cultures in the management and delivery of online projects with cultural sensitivity.
  • Knowledge of project management systems and processes and skill using productivity and project management tools including MS Teams, Smartsheet, MS Office, and Jira.
  • Ability to use Google Analytics 4, Webtrends, and other measurement and analytics tools, to collect and analyze web metrics and track user behavior and content performance.
  •  Ability to ensure online products conform to NMAI and Smithsonian technology, security, privacy, and accessibility (Section 508, ADA, and W3C WCAG 2.1) protocols, standards, and policies. 
Education completed outside the United States must be deemed equivalent to higher education programs of U.S. Institutions by an organization that specializes in the interpretation of foreign educational credentials.
