MAJOR FUNCTION: 

Manages day-to-day operations of the Security and Emergency Management Programs for multiple behavioral locations. Coordinates the all-hazard analysis, mitigation planning and delivers emergency related training and exercises for IHN facilities. Provides documentation of HSEEP compliant emergency exercises as well as coordinates the completion of any identified follow up activities. Ensures emergency preparedness supplies, caches, assets and resources are inventoried, functional and in good repair. Ensures all IHN emergency management related plans and policies are current and consistent with the IHN Emergency Operations Plan. Ensures the IHN is compliant with the National Incident Management System (NIMS). Interpret and apply regulations and codes related to emergency management. Ability to respond to after-hours emergencies. Ensures compliance to DNV, CMS through the environment of care for their locations and assists director in their absence for Safety, Security and Emergency Management Committees.

QUALIFICATIONS: 

Education & Experience: 

       Bachelor’s degree in criminal justice, Emergency Management, Public Health and/or Law Enforcement. 

       In lieu of a Bachelor’s degree an associate’s degree with 10 years of Security or Law Enforcement experience can be considered.

       Must have a minimum of 2 years of experience managing security, emergency management programs, and operations in a behavioral healthcare environment of multiple locations. 

       Must possess excellent customer service and communication skills, both verbal and written.  

       Must be computer literate (Microsoft Office, Excel).           

Certification/Licensure:     

       Incident Command Levels 100, 200, 300, 700 and 800 required. 

       IAHSS Supervisor certification and IAHSS Safety certificate are required within one year of position. 

       A Crisis Response certificate is preferred. Homeland Security Exercise and Evaluation Program Certification preferred. 

       Other emergency-related training/certifications to include ICS 300, 400 & 907 preferred. 

       ALICE TtT certification within 1 year of position required. 

       CHPA required within 5 years of position.

Position Responsibilities

Provides management for the Security Program and for the planning and preparedness activities of the Emergency Management Program

       Manages for the day-to-day operations of the Security and Emergency Preparedness programs

       Responsible for management of Security staff, including performance evaluations and performance management

       Works to standardize the Security and Emergency Management Program across the Network

       Coordinates annually an all-hazard vulnerability analysis for each IHN facility as well as related mitigation planning 

       Delivers emergency preparedness trainings        

       Functions as the Chair for the Security Sub Committee and the Emergency Management Sub Committee    

Plans, designs and delivers HSEEP compliant emergency exercises for IHN facilities    

       Conducts documented exercises annually for all required facilities based on regulatory requirements

       Provides documentation of HSEEP compliant emergency exercises as well as coordinates the completion of any identified follow up activities and/or identified opportunities for improvement. 

Ensures emergency preparedness supplies, caches, assets and resources are inventoried, functional and in good repair. 

       Provides an annual documented inventory of all supplies, caches, assets and resources

       Ensures items are maintained in good working order and are ready for deployment in the event of an emergency

Ensures all IHN emergency management related plans and policies are current and consistent with the IHN Emergency Operations Plan: 

       Coordinates an annual review of the IHN Emergency Operations Plan (EOP)

       Ensures the IHN is compliant with the National Incident Management System (NIMS).

       Ensures all departmental plans are consistent with the IHN Emergency Operations Plan (EOP).
