Examples of Essential Work (Illustrative Only)
  • Plans, organizes, directs, and supervises quality Recreation programs and events for all ages, including program design, marketing/public relations, budgeting, and program implementation and evaluation;
  • Prepares, administers, and reviews the division’s annual budget for assigned areas of responsibility, including monitoring expenditures, maintaining related reports and records, compiling budget data, and reviewing expenditures for approval;
  • Plans, organizes, directs and evaluates the operations for assigned divisions, including setting priorities, establishing goals, and monitoring all completed work and work in progress to ensure all work is completed in a timely and efficient manner;
  • Hires, trains, and supervises assigned personnel including, conducting employee evaluations, and taking or recommending disciplinary actions in accordance with established City policies and procedures;
  • Provides or arranges for staff training within functional area of assignment;  
  • Negotiates contracts and agreements with service providers, user groups, and other professionals;
  • Oversees the implementation of work programs designed to meet the annual and long-term objectives of the Department;
  • Confers with the assigned Supervisor to plan, develop, and direct the implementation of goal, objectives,  policies, procedures, and work standards for all related division functions, including identifying resources needed, securing necessary facilities, making recommendations, and implementing new goals or policies;
  • Coordinates department services with those of other departments and agencies;
  • Promotes positive work attitudes within the department and maximizes teamwork and cooperation by all departmental employees;
  • Serves as a member of the Division’s Management team including providing key statistics, reporting workload indicators and activities, recommending changes or revisions in division policy, procedures, writing or rewriting procedures, enforcing existing policies and procedures, identifying alternative funding sources, and participating in the development of annual and long-term goals and objectives;
  • Participates in the revision of departmental operations and procedures to stay abreast of changing trends and practices in the recreation field and to meet the changing needs of the City;
  • Provides administrative assistance to the Assistant Director of Parks and Recreation as required;
  • Evaluates the operational needs for assigned division, and makes recommendations accordingly, including recommendations for department budget allocation, fees for services, employee training and development, and new equipment and tools for future procurement;
  • Completes and compiles all necessary reports, correspondence, and documentation;
  • Communicates with all related personnel in efforts to encourage, motivate, promote leadership, and encourages teamwork in accomplishing set forth objectives;
  • Promotes accomplishment of the Recreation Division’s vision, mission and goals;
  • Acts as a liaison between the Recreation Division and other City departments, divisions, boards, outside agencies, media, and the general public;
  • Provides needed information and demonstrations concerning how to perform certain work tasks to new employees;
  • Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems;
  • Attends and gives reports at meetings, conferences, workshops, and training sessions, reviews publications and materials to become and remain current on principles, practices, and new developments in assigned work areas;
  • Addresses citizens’ concerns or complaints and takes appropriate action to ensure a timely resolution or citizen satisfaction;
  • Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities;
  • Performs other duties consistent with the role and function of this classification.

Position Duties

  • Bachelor’s Degree in Parks and Recreation Administration, Education, Public Administration, or a closely related field; and
  • Considerable (3-5 years) experience in a related recreational field, including at least two years in a supervisory capacity; or
  • Any combination of experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work.

Minimum Qualifications

  • Comprehensive knowledge of the principles and practices of personnel administration;
  • Comprehensive knowledge of safe principles and practices of administering recreational programs;
  • Comprehensive knowledge of all pertinent Federal, State, and local laws and regulations;
  • Comprehensive knowledge of the principles and practices of developing and maintaining recreational facilities and equipment;
  • Comprehensive knowledge of marketing principals;
  • Comprehensive knowledge of budgeting, and budget administration;
  • Comprehensive knowledge of child development and behavior;
  • Ability to effectively oversee division programs and operations;
  • Ability to maintain required certifications;
  • Ability to serve as an effective department liaison to community partners, recreation groups, contractors, and the general public;
  • Ability to effectively supervise, review, and evaluate the work of assigned personnel;
  • Ability to effectively coordinate and conduct public meetings, speaking engagements, media contacts and other public relations events and promote department programs and interests;
  • Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical language;
  • Ability to understand and follow oral and/or written policies, procedures, and instructions;
  • Ability to prepare and present accurate and reliable reports containing findings and recommendations;
  • Ability to operate a personal computer using advanced software applications appropriate to assigned tasks;
  • Ability to use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions;
  • Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines;
  • Ability and willingness to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology;
  • Ingenuity and inventiveness in the performance of assigned tasks;

Other Qualifications

  • Must possess or be able to obtain the following certifications within 60 days of employment:
    • CPR;
    • First Aid;
  • Must possess or be able to obtain a Certified Parks and Recreation Professional (CPRP) or Certified Parks and Recreation Executive (CPRE) certification or within 12 months of hire;
  • Must possess a valid Driver’s License and have the ability to obtain a Montana Driver’s License within 60 days of employment;
  • Offers for employment are conditional upon satisfactory response to appropriate post conditional offer process.
