Operations & Logistics Research Specialist (SIOP-2025-23957):
Bowhead seeks an Operations & Logistics Research Specialist to join our team in providing program management support in a broad range of services to and assisting our US Navy clients.
The Operations & Logistics Research Specialist will evaluate current manufacturing practices, manage production schedules, process work flows, enforce quality control, and improve production processes across the 4 public shipyards(PHNS, PSNS, PNSY, and NNSY) on behalf of PMO 555.
This position does not allow for telecommuting and all work will be performed on-site in Norfolk, VA.
Responsibilities:The Operations & Logistics Research Specialist will also be actively involved in the management of Modeling and Simulation (MODSIM) efforts across the shipyards to track layouts, floor plans, and equipment staging to ensure lean, streamlined access and up-to-date logs (utilizing RFID or other tracking tools).
Job duties include but are not limited to:
- Use of both basic and advanced calculations to determine the current and potential productivity of a process. The ability to use calculus, trigonometry, algebra and other types of math is important in this position.
- Strong written and verbal communication skills are necessary for an Operations & Logistics Research Specialist . They must be aware of a program’s needs while making technical recommendations understandable.
- Good leadership skills to assist the Industrial Operations Leads in implementing productivity changes and process improvements. The ability to develop relationships with coworkers is paramount when making recommendations.
- Ability to create viable solutions for a variety of challenges. Whether it is to improve the production of a certain product or to reduce waste (industrial or time), the ability to develop a plan to overcome the problem is important.
- Analytical skills to evaluate and interpret data and create reports to describe results for leadership and stakeholders.
- Ability to interpret the predictions, classifications, scores, or decisions produced by a model and develop the Data Governance framework for managing data quality, privacy, security, and compliance to ensure that the results of models are:
- Data Governance includes (but is not limited to):
- Model inventory & registration: Tracking all models and their outputs
- Data lineage: Understanding how input data flows into models and affects outputs
- Regulatory compliance: Meeting standards like SR 11-7 (US), EU AI Act, or OSFI E-23 (Canada)
- Continuous monitoring: Watching for drift, bias, or performance degradation in outputs
- Metadata management: Capturing context around outputs (e.g., who used them, for what purpose)
- Bachelors Degree AND Seven or more (7+) years relevant expertise and experience
- Experience reviewing current production schedules and processes to find potential improvements, designing the layouts of the facilities and estimating production costs.
- Naval Shipyard organizational understanding and experience is required.

- Certified Product Owner, Scrum Alliance
- Certified Scrum Master, Scrum Alliance
- Microsoft Certified Power BI Data Analyst
- PE Certification a plus
- Modeling and Simulation experience a plus
- Operations Research a plus
- Shipyard experience preferred including Machine Shop, or Factory Production experience a plus
SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
