About the Department
This is an administrative and supervisory position involving responsibility for planning and directing the activities of the sales unit staff of the City's Division of Real Estate. The employee works under the general supervision of the Director of Real Estate. Employees of this class supervise the work of professional and clerical staff. Related work is performed as required.
This is a Competitive Class position. The individual selected to fill this vacancy will be given a provisional appointment and will be required to participate in the next Civil Service Examination for this title.
A qualified applicant may be provisionally appointed and serve in the position until a Civil Service Examination is administered and an appropriate eligible list can be established to make a permanent appointment in accordance with the Civil Service Rule of Three. Position Duties
- Assigns and monitors staff in sales promotion work to ensure that correct notification was made for each sale to the appropriate parties (e.g., City Council, City departments, neighborhood groups, etc.);
- Coordinates the preparation of sales of City-owned property;
- Conducts occasional on-site inspections of properties involved in City real estate programs;
- Coordinates the review process for the Urban Homesteading Program and recommends to the Director of Real Estate the most appropriate properties for the program;
- Reviews all real estate rehabilitation reports in order to monitor the progress of sale property not yet in compliance;
- Determines the City's responsibility for Water bills, Pure Water bills, and Monroe County taxes;
- Oversees and assists staff who are facilitating development in the City;
- Develops a marketing schedule for the Division of Real Estate, determining the appropriate type of sale and financing needed for each available property;
- Negotiates with other municipalities (i.e., County, State) in developing sales programs for City, County and State real estate;
- Promotes and markets the City's Private Property Auction Program;
- Researches public and private financing mechanisms for potential land development projects;
- Develops creative financing programs to enhance the marketing of City real estate;
- Prepares a variety of written material for the Division, such as status reports on real estate programs and transactions, letters, and memos;
- Negotiates sales of City real estate (e.g., vacant land, unique buildings).
Minimum Qualifications
High School Diploma or GED plus:
I. Bachelors degree and three (3) years of full-time paid experience selling, managing, appraising, or financing real estate; two (2) years of which shall have been in a supervisory capacity;
OR
II. Associates degree and five (5) years of experience as described in I. above; two (2) years of which shall have been in a supervisory capacity;
OR
III. Seven (7) years of experience as described in I. above, two (2) years of which shall have been in a supervisory capacity.
SPECIAL REQUIREMENTS:
Possession of a NYS Class D Motor Vehicle Operator's License at the time of appointment.
Possession of a Certification by New York State, Department of State, Division of Licensing as a real estate appraiser (i.e., State Certified Real Estate Appraiser or State Certified General Appraiser), at time of appointment.
