Job Title: BUYER
Shift Schedule: 8:30 AM – 5:00 PM, Monday through Friday. May be required to report to work during inclement weather.
Starting Rate: $28.7355 PER HOUR / $59,769.8434 ANNUAL

JOB SUMMARY: The Buyer is responsible for performing purchasing duties to support the Authority. This position maintains the procurement software systems and is included in the purchase order approval process. The Buyer works closely with internal departments to understand operational needs and obtain quotes from the supplier base. This role ensures that the procurement of goods and services is conducted in compliance with the Authority’s Procurement policies, applicable laws, and industry best practices.
ESSENTIAL JOB FUNCTIONS: The following duties are typical for this position. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
- Research sources to determine availability and projects cost for requested goods and services for Authority departments.
- Review and process purchase order submissions from Authority Departments.
- Maintain contract database by adding new agreements and tracking milestone dates.
- Monitor and request required vendor documentation requirements such as Certificates of Insurance.
- Coordinate with suppliers to ensure timely delivery of goods and services and help address vendor issues.
- Create and maintain an on-site inventory of consumable supplies for department use.
- Monitor and audit contract compliance and vendor use through recurring reviews.
- Maintain accurate records of all purchase orders, receipts, and supplier communications.
- Help conduct training for Authority staff on procurement policies and procedures.
- Track Authority procurement initiatives and goals regarding minority and disadvantaged business contracting.
- Assists with the disposal of surplus materials, supplies, and equipment.
- Performs all other duties as assigned and directed.
- Administer and adhere to all Authority policies and guidelines.
KNOWLEDGE, SKILLS AND ABILITIES: The following generally describes the knowledge, skills and abilities required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.
- Ability to review and track contracts and their related requirements.
- Knowledge of procurement principles, methods, and practices in a public sector or regulated environment.
- Ability to work directly with internal management and outside vendors.
- Ability to track and maintain detailed data reports accurately.
- Proficient use of Microsoft Office Suite (Teams, Excel, and Word).
- Strong analytical thinking
EDUCATION/TRAINING:
- High school graduate or equivalent
EXPERIENCE:
- Minimum of one year of comparable experience related to purchasing.
- Experience with government procurement preferred.
SPECIAL REQUIREMENTS:
- Ability to obtain and maintain eligibility to hold a Security Identification Display Area (SIDA) badge as may be required by assigned job duties and responsibilities.
EQUIPMENT OPERATION: Personal computer, copier and phone system.
