The Office of the Director for the Department of Parks and Recreation of M-NCPPC is seeking a Chief of Staff! This position serves as the principal advisor and strategic partner to the Director of the Department of Parks and Recreation Prince George’s County. This role provides strategic, administrative, and programmatic leadership for complex departmental initiatives, offering expert guidance on policy, budget, communications, and operations to support the Department Director. The position has broad, department-wide impact, requiring independent decision-making, supervision of staff and programs, and high-level interaction with stakeholders to drive organizational goals and ensure program effectiveness.

Position Duties

Strategic Leadership Coordination

  • Supports and advises the Director in development of business strategies for the department by assessing risks and opportunities for expansion, setting overall goals and metrics, and proposing projects or systems to optimize performance and revenue for the department.
  • Coordinate cross-departmental planning and execution of Departmental and Commission-wide priorities.
  • Oversee the successful execution of special projects assigned by the Director, ensuring deliverables are completed on time and measurable outcomes are maintained.
  • Monitor and evaluate proposed local, state and federal legislation for potential departmental impact, providing recommendations to the Director.
  • Prepare draft agreements and proposals for legislation, as needed, and negotiate with other government agencies and stakeholders to resolve cross-jurisdictional issues and avoid duplication of services.
  • Drive strategic initiatives that promote equity, sustainability, and community engagement across the department.
  • Develop program outreach strategies and equitable engagement processes to ensure inclusive participation across communities.
  • Collaborate with executive team members to determine and prioritize business strategies; identify business opportunities; implement risk assessment strategies; meet with senior leaders to discuss key performance indicators; and lead teams to resolve issues.

Department Oversight
  • Supervises personnel in Human Resources Unit and Office of the Director, ensuring efficient operations and staff development.
  • Monitor department performance, budget compliance, and alignment with Commission standards and strategic goals. Provide high-level direction on all budget related activities including budget formulation, monitoring, reporting and presentation.
  • Ensure effective and consistent delivery of services across all departmental functions and units.
  • Represent the Department on task forces, committees, and inter-agency groups; serve as liaison to County Council, executive agencies, stakeholders and the public on program implementation and strategic initiatives.

Governance Communication
Provide leadership and strategic guidance of media relations on behalf of the Office of the Director.
  • Lead the development and review of agendas, briefing materials, and reports for internal meetings and public engagements.
  • Serve as liaison between the Director and internal departments, elected officials, and external stakeholders.
  • Collaborate with Department leadership to ensure strategic alignment with the mission, goals, and objectives of the Office of the Director.
  • Ensure official correspondence, press releases, and public statements on behalf of the Director are developed by the Department’s public information staff.
  • Coordinate the preparation of reports and presentations and ensure the involvement of relevant stakeholders.

Operational Management
  • Manage Department-wide administrative functions, including oversight of Human Resources, development and implementation of administrative policies and procedures, and internal operations.
  • Lead crisis response and issue management efforts in coordination with Department Leadership ensuring timely and effective action.
  • Promote transparency, accountability, and responsiveness in all aspects of departmental 
    operations.

Minimum Qualifications

  1. Bachelor’s Degree in Planning, Urban Design, Parks and Recreation, Architecture, Engineering, Landscape Architecture, Environmental Science, Business Administration, or any related field.
  2. Eight (8) years of professional analytical experience in assigned program, that includes two(2) years of experience in coordination or supervision of a function.
  3. An equivalent combination of education and experience may be substituted, which togethertotal twelve (12) years.
  4. May require a valid Driver’s license in accordance with both State and Commission rules and regulations. Driver’s license must be unencumbered by restrictions, revocations, suspensions or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.
Preferred Qualifications 
Master’s degree in Public Administration, Urban Planning, Political Science, or related field.
Minimum of 10 years of senior-level experience in government, planning, or public administration.
Proven leadership in managing complex organizations and cross-functional teams.
Exceptional communication, strategic planning, and stakeholder engagement skills.
Deep understanding of Prince George’s County cultural, political, and planning landscape. 

Knowledge, Skills Abilities (KSAs) 
  • Extensive knowledge of program management and administration; administrative systems, operations, and research; interdisciplinary or interdivisional project management; economics; diversity, equity and inclusion practices; contracting procedures; budget procedures; and applicable county, State and Federal codes, regulations, practices, procedures, and industry standards; and Department and Commission organization, policies and procedures.
  • Skill in planning, organizing and coordinating work efficiently; conducting complex data analyses and producing technical reports/correspondence; coordinating work programs/projects with other agencies; managing consultants, contracts and budgets; meeting strict deadlines; and adapting to changing priorities.
  • Considerable skill in problem solving and communication, including active listening, persuasion, negotiation among varying viewpoints, and representing the Department on task forces and meetings.
  • Skill in using a computer, modern office suite software (e.g., MS Office), enterprise software and specialized software.

Works in an office setting and drives to work assignments that may include public meetings and hearings; work is primarily sedentary and requires light physical effort. May be subject to a high volume of work and tight deadlines and may be required to work evenings, weekends and holidays.
