POSITION SUMMARY
This position is responsible for establishing and leading full-cycle recruitment efforts across the agency. As Hoyleton continues to grow, this role will play a critical part in building and refining our recruiting processes to better meet agency needs. The Sr. Talent Acquisition Specialist will work closely in collaboration with agency leaders, including Chiefs, Directors, and Managers, to develop strategies, source candidates, and manage the hiring process across departments.
This role ideal for someone who is energized by change, takes initiative, and can help shape a more effective recruitment function. The Sr. Talent Acquisition Specialist exercises discretion and independent judgement in candidate assessments, offer recommendations, and hiring-related decisions in alignment with agency goals and staffing needs.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
- Lead full-cycle recruitment efforts from requisition to soft- offer for all exempt and non-exempt roles across programs
- Own and maintain Paylocity ATS workflows, ensuring candidate records, communication, and reporting are accurate and up to date
- Partner with hiring managers and HR leadership to assess hiring needs, build requisitions, and identify workforce trends
- Develop and execute proactive sourcing strategies (including job boards, community outreach, and community-based and mission-aligned candidate pipeline)
- Serve as primary recruiter liaison for career fairs, college partnerships, hiring events, and agency-wide outreach
- Draft and update job descriptions in collaboration with managers
- Collaborate with Marketing on employer branding and recruitment campaigns
- Support fair and inclusive hiring practices throughout the hiring process practices in alignment with agency policy and applicable law
- Coordinate and maintain the Position Control process in collaboration with HR Manager, HR Director and Chief Officers
- Manage the Internal offer and transfer process in collaboration with hiring managers, ensuring timely and accurate documentation
- Assist with pre-hire, and on-boarding coordination as needed
- Collaborate with designated HR team member(s) for up-to-date information on candidate status offers an onboarding process
- Exercise discretion and independent judgment in evaluating candidates, advising on hiring recommendations, and influencing hiring decisions on behalf of the agency
- Determines applicant qualifications by interviewing applicants, analyzing responses, verifying references, and comparing qualifications to job requirements
- Occasional off-hours availability for candidates and managers
- Weekly travel to the Hoyleton campus and other agency sites as needed to support hiring, onboarding, or other recruitment-related needs
- Provides recruiting metrics, weekly recruitment updates, including open positions, candidate activity, and hiring progress to the HR Manager, HR Director and Chief Officers
Requirements
QUALIFICATION REQUIREMENTS
- Experience using Paylocity ATS or similar applicant tracking systems
- Strong communication, collaboration, and organizational skills
- Ability to work independently and manage multiple requisitions and priorities simultaneously
- Demonstrated experience in developing outreach and sourcing strategies for diverse candidate pools
- Must meet DCFS/CANTS Clearance Requirements
- Must be at least 21 years of age
- Must possess and maintain a valid driver’s license and maintain proof of automobile insurance
EDUCATION AND/OR EXPERIENCE
- Bachelor’s Degree in Human Resources, Business, Communications, or a related field preferred or Associate’s degree considered with significant recruiting experience
- 5+ years of experience in full-cycle recruitment preferred (nonprofit or social services a plus)

Completion of CARE and TCI training is an internal requirement for all staff and must be completed upon hire. Ongoing application of these principles is expected and essential to successful job performance.
TCI (Therapeutic Crisis Intervention). Employees must:
- Pass the written test annually
- Pass the physical test every six months (if applicable to their role)

Working Conditions
This position operates in a professional office environment based out of the Fairview Heights headquarters and with occasional travel to our Hoyleton, Illinois Campus and other locations for hiring events, outreach, or organizational needs.
This role may require occasional lifting (up to 30 pounds), walking or standing for events, and exposure to varying environments based on recruitment needs.
